Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT JUNE 5, 2006 SF AL FRIEDGES, PARKS & FLEET MAINTENANCE SUPERVISOR CONSIDER APPROVAL OF A RESOLUTION ACCEPTING THE BID AND AUTHORIZING THE EXECUTION OF THE CITY'S STANDARD CONSTRUCTION CONTRACT TO INSTALL PLAYGROUND EQUIPMENT AT JEFFERS POND PARK Introduction The purpose of this agenda report is to accept the bid and authorize the Mayor and City Manager to execute the City's standard construction contract for installation of playground equipment at Jeffers Pond Park as identified in the 2006-2010 Parks portion of the Capital Improvement Program (CIP). Historv Each year the City Council adopts the CIP, which involves funding for various improvement projects. To ensure that the Council is aware of and supportive of major park improvement efforts, staff is seeking approval of the bid, authorization to execute the City's standard contract and authorization for City expenditures to install these 2006 park improvements. On March 20, 2006, City Council approved plans and specifications and directed staff to advertise for bids for the Jeffers Pond Park Improvements. The improvements call for the installation of trails, sidewalks, basketball court, parking lot, picnic shelter and a play structure at Jeffers Pond Park. The playground equipment is discussed in this agenda item. The other items are either currently under construction or will be constructed, as discussed in the May 15, 2006 agenda report for the park sidewalk, trail and basketball court. Current Circumstances The play structure at Jeffers Pond Park has been identified by staff for installation in 2006. The 2006 CIP identifies installation of playground equipment at this park based on an estimated cost of $40,000. Bids were solicited in accordance with City purchasing guidelines. Three bids were received for the 2006 playground equipment project as listed below: Installer Flanagan Sales, Inc. St. Croix Recreation Co., Inc. Webber Rec. Design, Inc. Manufacturer Little Tikes Playcraft Miracle Bid Price $ 32,490.00 $ 34,000.00 $ 32,419.97 The City has worked with Webber Recreational Design, Inc. and has installed Miracle equipment at several parks. Staff is satisfied with the past performance of both the equipment and the installer. To help reduce costs to the City, staff will provide many construction services for this improvement project. The City will contract separately for the placement of concrete curb and accessibility sidewalk. The total costs for this portion of the project will not exceed $12,580. The total estimated costs for the project are as follows: Imorovement Cost $ 32,419.97 $ 12.580.00 $ 44,999.97 Play Structure Resilient Surface, Curb, ADA Sidewalk Total Estimated Project Cost FINANCIAL IMPACT: Conclusion Jeffers Pond Park is a new park. The play structure that will be installed will meet the Americans with Disabilities Act (ADA) Accessibility Standards and Consumer Product Safety Commission (CPSC) guidelines. The new playground equipment will be modular, compliant with current safety standards, accessible, durable and attractive. The equipment will be suitable for 5-12 year olds as in all City neighborhood parks. Webber Recreational Design was the lowest bidder for playground equipment identified at Jeffers Pond Park. The bid meets the selection criteria, offers the best design and has the lowest total bid. The Miracle equipment is a reputable product. Staff is recommending that the City Council accept the playground equipment bid from Webber and approve the resolution to authorize the execution of the City's standard contract and the expenditure of City funds for the City-installed improvements. The 2006 CIP allocated $40,000 for the installation of playground equipment at Jeffers Pond Park. Since preparation of the CIP, costs for play structures and accessory equipment have risen. The current estimate for this work is approximately $45,000 for each complete installation. The 2006 CIP has $40,000 allotted for playground equipment installation at Jeffers Pond Park. The project cost, including Webber's bid of $32,419.97 and the City staff portion of the project ($12,580), will not exceed $45,000. These funds are available in the Capital Park Fund, which consists of funds dedicated by development for new City parks. 1. Prior Lake, MN 55372-1714 RESOLUTION 06-xx A RESOLUTION ACCEPTING THE BIDS AND AUTHORIZING THE EXECUTION OF THE CITY'S STANDARD CONSTRUCTION CONTRACT FOR THE INSTALLATION OF PLAYGROUND EQUIPMENT AT JEFFERS POND PARK Motion By: Second By: WHEREAS, The play structure at Jeffers Pond Park has been identified by staff for installation in 2006; and WHEREAS, The City of Prior Lake is committed to providing sidewalks and other park amenities in accordance with the Comprehensive Park and Trail Plan; and WHEREAS, Playgrounds provide for physical and mental stimulation and are considered a high priority in the development of the Prior Lake Park System; and WHEREAS, A total of three bids were received for playground equipment, the lowest being from Webber Recreational Design, Inc. in the amount of $32,419.97; and WHEREAS, The City's Capital Improvement Program scheduled this construction in 2006 and allocated funds; NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The Mayor and City Manager are hereby authorized to execute the City's standard construction contract with the bidder listed above in the name of the City of Prior Lake for the installation of playground equipment in an amount not to exceed $32,419.97. 3. Staff is authorized to purchase resilient surface and to contract for the installation of concrete curb and sidewalk per the City's purchasing policy in an amount not to exceed $12,580. 4. The funding for the playground equipment, resilient surface, curb and ADA sidewalk shall come from the Capital Park Fund. PASSED AND ADOPTED THIS 5TH DAY OF JUNE 2006.
