WORK TO BE COMPLETED AS PART OF THE 2006 LIFT STATION
RECONSTRUCTION PROJECT
DISCUSSION:
Introduction
The purpose of this agenda item is to approve the plans and specifications and
authorize staff to solicit quotes for the 2006 Lift Station Reconstruction Project.
Historv
This agenda item is a small part of the continuing process of Lift Station
Rehabilitation which was initiated for a Standardized Comprehensive
Management and Rehabilitation Plan. Work completed on the lift stations is
due to the age and condition of the lift stations and all are prioritized based on
need.
Current Circumstances
On January 17, 2006, the City Council approved a resolution authorizing
Advanced Engineering and Environmental Services (AE2S) to proceed with
design and specifications for Butternut, Forsythe and Deerfield lift station
improvements. Additionally, on May 15, 2006, the City Council approved a
resolution allowing AE2S to complete design work on Lift Station 58 for
rehabilitation as part of our initial contract. This portion of the rehabilitation will
be funded by the Met Council as part of the turn back of the interceptor line
from County Road 82 to Lift Station 58. Rehabilitation components and
replacement parts will follow the City of Prior Lake's Lift Station
Standardization process and will include pumps, guide rails, electrical panels,
other electrical components, wet well covers and hatches.
Conclusion
If authorized to move forward, staff would solicit quotes and return to Council
for approval on June 26th to proceed with the project. All work for this project
will be completed by October 1, 2006.
ISSUES:
Priorities for the project would be to complete work at Butternut lift station
which will not affect resident's personal property and Lift 58 to finish the work
for the turn back of the Met Council sanitary interceptor line.
FINANCIAL
IMPACT:
City staff will act as general contractor and supply all components and
replacement equipment based on the Lift Station Standardization process.
Work to be quoted will include pump installations, temporary pumping, and

some excavation work which cannot be completed by City equipment. This in
turn, will save the City of Prior Lake considerable money by not paying marked
up costs for replacement equipment and components at each lift station. Total
construction costs for the City of Prior Lake are estimated at $250,000.00 to be
paid through the Sewer and Water Utility Fund. The estimated cost for Lift 58
is $178,000.00, with construction costs being paid by the Met Council.
ALTERNATIVES:
1. Approve a resolution accepting plans and specifications and authorizing
City staff to solicit quotes for work to be completed as part of the 2006 Lift
Station Reconstruction Project.
2. Deny this item for a specific reason and provide staff with direction.
3. Table this item to a certain date in the future.

A RESOLUTION TO APPROVE THE PLANS AND SPECIFICATIONS AND AUTHORIZE STAFF TO
SOLICIT QUOTES FOR WORK TO BE COMPLETED AS PART OF THE 2006 LIFT STATION
RECONSTRUCTION PROJECT

WHEREAS, City staff has identified the following lift stations for rehabilitation:
1. Butternut
2. Forsythe
3. Deerfield; and
WHEREAS, The adopted Capital Improvement Program for 2006 - 2010 has identified the
rehabilitation projects as a priority for the City and allocated funding therefore; and
WHEREAS, Part of the turn back of Met Council Sanitary Interceptor and Lift Station 58 are a
priority project for the summer of 2006; and
WHEREAS, The Met Council has provided the funding and approval of design for Lift Station 58 as
part of the City's Lift Station Rehabilitation Project; and
WHEREAS, AE2S was authorized to provide professional engineering services including final
design, construction and post construction at the January 17, 2006, Council meeting;
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council approves the plans specifications for the 2006 Lift Station Reconstruction Project
and authorizes advertisement of bids.
