ADVERTISE FOR BIDS FOR INTERIM CONNECTION OF WELLS #8 AND
#9 TO PUBLIC WATER SYSTEM
DISCUSSION:
Introduction
The purpose of this agenda item is to authorize staff to obtain bids for the
equipment required to connect Wells #8 and #9 to the City's water system on
an interim basis until a Water Treatment Plant is completed.
Historv
The 2006 CIP included construction of Wells #8 and #9. As part of that project
a permanent well house and fill station for bulk water were included. The total
estimated cost for construction of the wells, well house and bulk fill station is
$1.4 million.
Current Circumstances
Wells #8 and #9 are currently under construction and will be ready for use
sometime in July of this year. During summer months there are typically
several days when the City's water system is stretched to its maximum
capacity. Last year the City bought approximately 1.0 million gallons from
Savage on peak days. Staff wants to be able to use the new wells as soon as
they are available to meet this peak demand. The new wells should be
capable of producing up to 1.8 million gallons of water per day which will
minimize if not eliminate the City's level of dependence on the City of Savage
and Shakopee Mdewakanton Sioux Community for water on peak days in non-
emergency situations. The 2007-2011 CIP includes 2 additional wells along
with 2.5 million gallons of water storage by 2010 that will meet the City's needs
for the next 10 to 15 years depending on growth rates. A vital part of the
proposed water treatment plant is a 1.5 million gallon storage reservoir.
By utilizing interim equipment and a controls enclosure instead of a well house
to provide the City's current level of basic treatment to the water City staff
estimates a savings of $300,000 to $400,000 for this project. At the time of
the Water Treatment Plant startup all temporary equipment will be removed
and the water re-routed through the raw water system for treatment.
FINANCIAL
IMPACT:
The estimated total project cost of $1.4 million will be reduced to $1-1.1 million.
The money to complete the original project is available in the trunk reserve
fund. The savings will positively affect the trunk reserve fund as the City
implements several water system improvements in the coming years. Funding
for wells #8 and #9 is solely provided by development fees for the City's Trunk

Water Acreage Charge. The need for these wells is a result of new
development and therefore funding is 100% development derived.
ALTERNATIVES:
1. Approve a resolution authorizing staff to advertise for bids for the
interim Connection of Wells #8 and #9 to the water system.
2. Deny this agenda item for a specific reason and provide staff with
direction.
3. Table this item to a certain date in the future.

CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR

WHEREAS, The City Council approved construction of Wells #8 and #9 on September 6, 2005; and
WHEREAS, Wells #8 and #9 are needed to meet growth and peak water demands in the City; and
WHEREAS, The use of interim facilities that includes some temporary equipment will save the City
an estimated $300,000 to $400,000; and
WHEREAS, Wells #8 and #9 discharge to the Water Treatment Plant in the future; and
WHEREAS, Funding for this project is available in the trunk reserve fund.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. Staff is authorized to advertise for bids for the required equipment to make the interim connection.
