Moreover, more recently, the grave market and economic effects of the COVID-19 virus are a game changer and the resulting recessionary results cannot and should not be ignored. This causes us to reset our business model for Parkhaven at Pike Lake to better prepare for the current and future housing and commercial markets and the forecasted economic downturn. As you know we are currently preparing an amendment to the PUD and Final Plat submittal for Parkhaven at Pike Lake. We anticipate submitting this application on April 6, 2020. Currently, in accordance to the attached city resolution, the deadline for submitting the Final Plat for Pike Lake was extended from November 21, 2019 to May 21, 2020. Therefore, pursuant to email conversations with Jeff Matzke, on behalf of Parkhaven Holdings LLC, I hereby formally request of the City of Prior Lake, a six-month extension of the Preliminary Plat/PUD Approval for Parkhaven at Pike Lake. Please forward to the City Council for approval or include this request with our PUD/Pre-Plat amendment, whichever you think best as part of the overall project approval process. As previously discussed, we understand the Parkhaven at Pike Lake Preliminary Plat was approved under a previous development fee structure in early 2018. We understand there have been some changes and limitations to how the City can fund regional infrastructure. Therefore, as you know, we have been working with staff on how, as part of the PUD amendment, we may provide some additional PUD benefits by installing some physical improvements to Pike Lake Park and other possible attributes. We surely are willing to discuss all reasonable options with city staff. As you have suggested, please place this request on the City Council consent agenda for May 4, 2020. Sincerely, Terry Forbord Chief Operating Officer Parkhaven Holdings LLC 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 19-138 A RESOLUTION AUTHORIZING EXTENSION OF THE DEADLINE FOR SUBMITTING A FINAL PLAT AND FINAL PLANNED UNIT DEVELOPMENT PLAN FOR PARKHAVEN Motion By: Burkart Second By: Braid WHEREAS, The Prior Lake City Council adopted Resolution 18-095 on May 21, 2018, approving a Preliminary Plat and Planned Unit Development Plan for Parkhaven; and WHEREAS, The applicant is required to submit a Final Plat application within 1 year of approval, in this case by May 21, 2019; and WHEREAS, On May 6, 2019 the City Council approved an extension for the Final Plat application submittal until November 21, 2019. WHEREAS, Parkhaven Holdings LLC, the applicant/developer, has submitted a request to extend the recording deadline to May 21, 2020; and WHEREAS, Parkhaven Holdings LLC has requested the extension of the deadline to allow time to seek builders for the development project. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The deadline for submitting the Final Plat for Pike Lake is extended from November 21, 2019 to May 21, 2020. Passed and adopted by the Prior Lake City Council this 18th day of November 2019.
