Everyone gave a short introduction. II Review of PLPD Staffing and History Chief Steve Frazer gave a brief history of the Prior Lake Police Department. They recently started a history group. Chief Frazer talked about the command structure and some recent changes included hiring a second commander III. Law 280 and the PLPD Relationship with SMSC The law says local police will be the authority over tribal land and currently 6 states observe this law. Years ago, Prior Lake asked Scott County to the authority. The tribe did not like that, and authority was returned to Prior Lake. Chief Frazer explained they have a very good working relationship and are currently negotiating a new agreement. Kim asked if their security carry guns but they don’t. Kim asked what percentage of Prior Lake crime comes from tribal land. About 17%. Chief Frazer talked about the SMSC having zero tolerance for crime on their property. Their security system is state of the art and is responsible for catching criminals and criminal activity. IV. What Does it Take to Become a Police Officer? A two-year degree is required but most have a four-year degree. All officers go through a selection process that is set by the MN Board of Peace Officers Standards and Training. During the 15-week process, officers will be tested mentally, physically and academically. They are then put a list to get an interview. CEC Committee Meeting Minutes, Feb 20, 2020 Page 2 All officers now go through yearly psychological screening. The suicide rate for Police officers around the nation is extremely high. Chief talked about ways they try to keep officers healthy psychologically. V. Tour of the Police Station We visited the garage and saw what type of equipment is in the cars. Liam talked about the body worn cameras and how that is a very large part of the budget.
