OBJECTIVE: 1.Provide clean and safe drinking water for the community and
protect drinking water resources.
RECOMMENDED ACTION:
Choose a design option for the South Water Tower reconditioning project.
BACKGROUND:
Staff is seeking City Council guidance on the design for the South Water Tower reconditioning
project. Attached are two design options: one with a dark blue wave, and one with a gold wave.
Both options include a dark blue color for the base of the tank and legs. This darker blue color is
preferred because it will help hide the mold and dirt that form on the under-side of the tank due
to condensation in the warmer weather. All colors and fonts will conform to the City's Brand
Identity guidelines (attached).

Brand Identity – Representing the City
The purpose of these guidelines is to explain the use of the City of Prior Lake brand style and to
reinforce consistent application of the visual elements in all communications. This includes publica-
tions, presentations and all other marketing materials both online and offline. Guidelines on the
use of the logo are included. Outside organizations should submit a written request to use any form
of the City logo.
The City’s identity is the face and personality presented to the community. It’s as important as the
many services we provide. Its identity is the total effect of its logos, products, brand names, trade-
marks, advertising, brochures, and presentations – everything that represents it.
Because the brand cannot be compromised, we’ve created this guide to provide all the pertinent
specifications you need to maintain its integrity. The guidelines set in this document are not meant
to inhibit, but to improve the creative process. By following these guidelines, the materials you cre-
ate will represent the City of Prior Lake cohesively to the outside world.

Conceptual Background
Prior Lake is a developing suburb in Scott County, Minnesota with a small-town atmosphere. The
city features many amenities including numerous parks and lakes offering year-round recreation.
Many public places and merchants around the city display lake-related themes such as sailing,
fishing, water skiing or other activities. Nautical themes and water-related symbols for water,
sand and waves are also prevelant and popular. Examples of these symbols and themes can be
seen in the navy propelor display at Veterans Park, in the architecture of City Hall and in the City’s
logo itself.

City of Prior Lake Logo
The City of Prior Lake logo is an important graphic element and must be used appropriately. Even
minor variations will undermine and compromise the image of the branding.

Always use original high resolution or vector graphic files when reproducing the City logo design. It
should never be recreated under any circumstances. Always ensure you are using the correct art-
work for the application. Logos should not be taken from the internet or this document. Logo files
are in the R:\IMAGES\Artwork and Logos folder, or by asking the communications coordinator.
Minimum Reproduction Size
In the primary logo format a minimum size must be adhered to so that legibility is retained. In
exceptional circumstances where space is below the recommended size, adjustments may have
to be made to balance the visibility.

The logo has become distorted from it’s designed
aspect ratio, therefore stretching or squishing the
shape and text. If the space is restrictive, the scale of
the logo (not the dimensions) must be adjusted to fit.

The backdrop for the logo’s placement is too similar
to outside rings - it lacks visibilty and contrast. Many
colors are also not complimentary with the logo. To
fix this problem, you can either select a contrasting
base color, or switch to one of the two blues assigned
to the logo.

In most cases, use of ONE city logo is all that is required.

Wrong!
Important elements within the logo have been
changed affecting the balance and design. A consistent
layout is essential across all media, and by chang-
ing key elements it will introduce confusion into the
brand.

A color outside of the selected brand color scheme has
been used. This is not recommended as it confuses
the brand image. Replacing the font or words is also
a definate no-no. The selected typeface and language
should be used at all times with the presentation of the
logo.
Logo Usage
Intentional or inadvertant changes to the logo will undermine and compromise the image of the
branding. Avoid changes in shape, color, font or language.
This also applies to the logo’s placement over a photographic background, pattern, visual graphics or
other media. The only ‘rules’ are that the colors do not clash and that there is a level of contrast (or
difference) between logo, typography and it‘s specified backdrop.

Color Palette
Accurate reproduction of the brand color scheme is essential in communicating a clear and consistent
message about the city’s image. Pantone colors should be used wherever possible, with CMYK / RGB
being matched as closely as possible depending on the materials and print process. Black, white and
gray-scale are acceptable as accent colors, in addition to the colors within the assigned scheme.

Primary Content Typefaces – Print Materials, PowerPoints and Online
The City of Prior Lake has carefully selected typefaces that are easily accessible to employees and
best represent the brand image; therefore, they must be used to retain consistency. Replacing fonts
with alternatives should not be done under any circumstances.

Book Antiqua Bold is the font found within the City of Prior Lake logo and may be selected in special
circumstances.
Franklin Gothic and its many variatons can be used for heading, highlighting and bolding the primary
content typefaces as they complement the primary.
The primary typefaces for the City of Prior Lake are Arial and Calibri. The itilicized or bold variations of
these fonts are also acceptible

Letterhead, Permits and Forms
Reinforcing the City of Prior Lake identity with internal and external audiences is an important part
of presenting the city in a consistent and professional manner. All letterhead shall prominantly dis-
play the city logo in the left-hand corner near the city’s address with contact information such as the
phone number and website at the bottom. Color or black and white letterhead is acceptible.
Use the Microsoft Word letterhead templates for all business and government correspondence. The
templates will ensure that the content is formatted with the appropriate margins required by the sta-
tionery. The templates are available on the “M” drive.
Permits and Forms for public distribution should follow the letterhead format as closely as possible
with contact information plainly visible in the content.
Boilerplate
Use the approved boilerplate content when you need to explain the City of Prior Lake in a concise
way. Remember to use the appropriate heading style in online and print content and not change
the wording:

Promotional Literature - Printed and Digital
The primary logo should be displayed prominantly on the cover of any city publication. The preferable
placement is an upper corner. Publications should also use the City’s color pallet and typefaces. This
is equally true of any advertisment, booklet, binder covers, flier, newsletter and PowerPoint presenta-
tion. Avoid using darker color paper and backgrounds, especially if this will change the logo or hinder
readability.

Brochures
Single-sheet or folded brochures and smaller publications should promenantly center the logo either
at the top or bottom of the cover. A secondary, smaller logo can be included on the back or inside of
the brochure. Use the city’s color pallet and typefaces.

PowerPoint Presentations
PowerPoint presentations can deliver a wide range of content but should have one unified core
message — this work comes from the City of Prior Lake. A City of Prior Lake PowerPoint template
should be the starting point for any CIty of Prior Lake PowerPoint presentation (available on the “R”
drive). These templates offer consistent placement of the City of Prior Lake logo, approved fonts
and font sizes and liberal use of the City of Prior Lake color pallet. Avoid fonts smaller than 14 point
otherwise they are not viewable on TV. Maps and other graphics should fill in the screen.
NOTE: Avoid black backgrounds for meeting presentations that will be televised.

All promotional items should include the City logo in one of the approved formats. The website and
general phone number should be included whenever possible.
