I Cleary Lake Regional Park Master Plan
Nathan Moe, a parks planner from Scott County, reviewed the resident engagement strategy
for the Cleary Lake Park Master Plan. The last plan was completed in 1998. The County, which
operates the park is partnering with Three Rivers Park District, the landowner, on this project.
Moe wanted the City and residents to be aware of this planning process, provide the timeline,
and respond to questions. He shared the project’s website letstalkthreerivers.org and
encouraged committee members to check out the page and provide feedback. Final approval
by the Scott County board is scheduled for first quarter 2022. The project is at the information
gathering stage. As plans are developed Moe said he would be happy to return to the CEC to
share them.
II Tobacco & Vaping Ordinance
City Manager Wedel gave an overview of the City’s proposed vaping ordinance, which will go to
the 4/5/2021 City Council meeting for approval after a public hearing that was held at a March
Council meeting. The new ordinance would ban flavored vaping products. Several other metro
area cities have already implemented similar ordinances. The ordinance would primarily impact
tobacco shops. A question was asked about the City getting sued for this ordinance. The City is
preparing for that likelihood by including a provision that would allow existing inventory to be
sold as the ordinance would not go into effect immediately.
III. Recreation Department Overview
Recreation Manager, Angie Barstad gave an overview of the Recreation Department. CEC Chair,
Jessica Weber, had asked for this topic. Angie discussed how most programs were cancelled
last summer due to COVID-19 and that Club Prior closed temporarily. Club Prior has reopened
with COVID precautions. She is hoping to be back to normal capacity for summer programming
this year. Recreation offers over 100 youth programs, community events, adult leagues and
facility rentals. The summer catalogue was sent out earlier this year, and summer programs are
filling fast with many having wait lists. Recreation Programmer, Kelsey Coy, also attended.
IV. Council Member Liaison Update
Council Member Churchill updated the committee about an open house being held related to
the downtown south road construction on March 24 at City Hall. The road project is indirectly
related to the proposed redevelopment of the VFW and adjacent parking lot and properties.

Churchill also talked about an upcoming review of a city ordinance related to golf carts and
UTVs. She also reminded the committee about the big construction project related to the
section of Fish Point Rd between TH13 and the middle school.
