Memo
The Community Development Department has reviewed the submitted Plan Set dated 12/22/2020 for
the proposed 32-unit Suite Living of Prior Lake project and offer the following planning/zoning related
comments:
1. Proposed parking areas shall comply with the requirements of City Code Subsections 1102.1102
(12), 1107.200 and 1107.300. Off-street parking shall be at a minimum of 1.0 parking spaces per
unit.

2. Building materials shall comply with City Code Subsection 1107.2200 and shall include a minimum
of two of the following design elements:
a. At least two contrasting, yet complementary exterior building colors, accent materials, or
material textures;
b. At least 25% window coverage on each building wall facing a street;
c. A combination of horizontal and vertical design features;
d. A front entry that, in addition to doors, shall be accented a minimum of 150 square feet
around the door entrance;
e. Varying roof line;
f. Varying wall depths and shapes; and/or
g. Other unique architectural features in the overall building design.
3. Submit specifications or sample of exterior siding materials for building. The areas (in sq. ft.) of
the proposed wall, window, siding & trim and proposed brick/stone shall be added to the plan
for each elevation.
City Code limits cement board siding to 25% maximum per exterior wall. City Code Subsection
1107.2202 (6):
Permitted Exterior Materials: The following materials shall be allowed as exterior finishes for all
buildings:
Brick, stone, stucco or EIFS synthetic stucco (provided that the material shall not be allowed within
4 feet from grade) architectural concrete precast panels, color impregnated decorative block, and
glass. Architectural precast panels may be painted to the manufacturer’s painting specifications.
Wood, cement siding or prefinished metal are allowed, provided that no more than 25% of any
individual exterior wall shall consist of this material.
4. Submit tree inventory showing tree number, size and type to reflect trees proposed to remain
and those who are proposed to be removed per plans.

5. Existing trees/treeline shall be protected from damage with a construction fence at the drip line.
Location and type of construction needs to be shown on plan.
6. A 2-year letter of credit or other security payment is required to be submitted along with a
landscaping cost estimate. The security guarantees the installation of the landscaping per the
approved plan. This security shall be in an amount of 125% of the cost of landscaping including
installation. This cost may be determined by a bid or estimate from a landscaping company.
7. Proposed signage shown on the plan is not approved. Separate signage plan indicating size, type
and location shall be submitted along with an application for all proposed signs (i.e. wall,
monument, etc.) associated with this project. Signs shall comply with the requirements of City
Code Subsection 1107.400.
