Work Order for Sewer Lining Project (CP 2021-14)
SEH ENGINEERING
This work order (“Work Order”) is issued on this 7th day of June, 2021 by the City of Prior Lake
(“City”) pursuant to the Public Works Consultant Pool – Master Agreement dated April 6, 2020
(“Contract”) between the City and SEH Engineering (“Consultant”).
Based on the mutual promises and covenants set forth herein, the sufficiency of which are hereby
acknowledged, the City and Consultant agree as follows:
1.Scope of Work Order. Consultant agrees to provide, perform and complete all the services
requested by the City in this Work Order and attached Exhibit 1 (“Work”), which Work shall be
subject to the terms and conditions of this Work Order and the Contract.
2.Term of Work Order. All Work requested by this Work Order shall be completed by
September 30, 2021.
3.Compensation for Work Order. City agrees to pay the Consultant an amount not to exceed
$73,900 as full and complete payment for the Work requested by this Work Order.
4.Consultant Representative. Consultant has designated David Hutton to manage the Work
Order subject to the supervision of Consultant’s representative.

Dear Andy:
Short Elliott Hendrickson Inc. (SEH®) appreciates the opportunity to submit this proposal for professional
engineering services to assist the City of Prior Lake in completing the Trunk Sanitary Sewer Pipe
Condition Assessment. This project’s background, scope of work, fee, and schedule are outlined below.
BACKGROUND
In addition to preserving the integrity of its sanitary infrastructure, inflow and infiltration (I/I) reduction is a
priority to the City of Prior Lake (City). Reduction of I/I is necessary to relieve capacity restrictions and
excess spending within the City’s wastewater conveyance system. With these goals in mind, the City
desires to assess the condition of their vitrified clay pipe (VCP) trunk sanitary sewer and associated
manholes that surround Spring Lake, Upper, and Lower Prior Lake. Selected pipe segments and
manholes included in this proposal can be seen in the attached Figure 1 and include 92 sanitary
manholes and 12,289 LF of VCP ranging in size from 8-inch to 10-inch in diameter. The intentions of this
assessment are to ultimately develop a phased approach to necessary rehabilitation or replacement to
the lakeside sanitary sewer system.
Due to the proximity to the lakes, the location of these sanitary sewer segments provides unique
challenges, including high groundwater and easement access. As such, a trenchless technology is an
ideal method of rehabilitation, offering completely structural solutions, with minimal disturbance to
surrounding areas. The most likely solution for any pipe deficiencies would be Ultraviolet (UV) Cured-in-
Place-Pipe (CIPP) due to its small equipment footprint, ease of transportation to easement areas, and
overall environmental benefits for the lakes and adjacent homeowners.
SCOPE OF WORK
Our scope of services has been developed to ensure timely completion of this project. The work
components consist of collection of closed-circuit televising (CCTV) of selected trunk sanitary sewers,
GIS analytical study to develop a condition ranking for each sanitary segment, and an optional task to
complete 3-D manhole scanning and review. At this time, the City is not requesting SEH to provide
engineering services related to the design, bidding, or construction oversight related to any potential
rehabilitation that is recommended. A detail breakdown of activities included in the following tasks can be
found in the attached Task Hour Budget.

Three tasks have been identified as follows:
1) Task #1 Project Management – We have included routine project management tasks with Prior
Lake and SEH team members along with phone calls or meetings as needed. We have assumed
two formal meetings: 1) kickoff meeting to discuss City goals, and 2) final meeting to review
findings and recommendations.
2) Task #2 Pipe Condition Assessment – This task includes the collection of CCTV data of the
selected trunk sanitary sewers. The CCTV will be performed by a sub-consultant hired by SEH.
This data will be assessed using GIS analytics to assign each pipe segment a condition rating
based on operation/maintenance and structural defects. Based on the condition rankings,
focused areas of rehabilitation will be recommended. The deliverables for this project will include
a technical memorandum, with accompanying figures, that illustrate the findings of the CCTV.
Based on goals of the City, recommendations of necessary rehabilitation, focused areas of
rehabilitation, and estimated costs will be provided. All related CCTV and manhole files will be
included as a separate submittal.
3) Optional Task #3 Manhole Inspection – This task includes the collection and review of data via 3-
D manhole scanning. SEH crews will use the RapidView IBAK PANARAMO 3-D manhole
scanner to produce scans of each manhole attached to a sanitary sewer pipe segment included
in the study. The 3-D scans will be reviewed and given a condition rating.
PROJECT TEAM
The team will be led by our Project Manager Dave Hutton, Senior Project Engineer in our Civil/Trenchless
division. Dave is a hands-on Project Manager and will be your primary contact during the project.
Technical support and detailed pipe evaluation services will be provided by Anna Breland and manhole
assessment by Spencer Cossalter, I/I expert.
SCHEDULE
We understand the City desires this work be completed in 2021 so the City can budget money in their CIP
for 2022 to complete any necessary improvements. We are ready to begin work on the project
immediately upon receiving a signed contract and notice to proceed.
Our proposed schedule for this project is shown below:
May 2021 – City Council Authorization of SEH proposal and issues notice to proceed
June-July 2021 – CCTV of sewers and manhole scanning
August 2021 – GIS analytics, manhole scan review, prepare memorandum
September 2021 – Final memorandum and Meeting with City to discuss results
If the City desires to design and bid the project for 2022 construction, we would be prepared to give you a
design proposal upon completion of the report and City staff direction.
COMPENSATION
Compensation is proposed to be the hourly cost of personnel plus reimbursable expenses including
equipment, reproductions and mileage. Additional services beyond the tasks and estimated hours as
described can be negotiated or provided as extra work on an hourly basis.

Compensation for Task #1 and Task #2, our estimated fee for this project is $56,900 with reimbursable
expenses, including $48,000 for the subconsultant CCTV work. If the City chooses to include the Optional
Task #3, Manhole Scanning, the cost to complete all 92 manholes would be an additional $17,000. The
number of manholes scanned can be change as the project progresses.
