Lost Revenue Government services Facilities Management Fund Fire Station 1 renovations for FT firefighters 400,000 This project meets the government services eligibility of the provision of police, fire, and other public safety services. The guidance also discusses eligible types of COVID-19 response, mitigation and prevention activities. This project meets the guidance on capital investments in public facilities to meet pandemic operational needs, such as physical plant improvements to public hospitals and health clinics or adaptations to public buildings to implement COVID-19 mitigation tactics. The estimated project cost is $600k. The city plans to fund $400k with ARPA funds and fund $200k with facilities management plan fund balance. The city has $150k cost savings on the 2021 city hall boiler replacement and will delay $50k of carpet replacement to support this project in 2022 with fund balance. Lost Revenue Government services General Fund Election equipment poll pads and tabulators 55,000 Within this category of the Treasury’s Interim Final Rule, the guidance provides a broad latitude to use funds for the provision of government services. This project meets the government services eligibility of modernization of cybersecurity, including hardware, software, and protection of critical infrastructure. Updated election equipment that follows state guidelines for hardware and software requirements that provide election cybersecurity. Invest in water/sewer infrastructur Utility Funds Infrastructure project Sewer Fund Lakeside Sewer lining 675,000 Within this category, the Treasury’s Interim Final Rule aligns the types of eligible projects with the projects that can be supported by the Environmental Protection Agency’s Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF). This sewer fund project meets one of the broader goals of the American Rescue Plan Act to make necessary investments to improve access to clean drinking water, support vital wastewater and stormwater infrastructure. Given the proximity to Prior Lake, maintenance of the Lakeside area vital wastewater infrastructure meets one of the ARPA fund eligible uses under CWSRF.
