Arts and Culture Committee (ACC) Meeting Minutes
December 9, 2021
1. CALL TO ORDER
The meeting was called to order at 3:32 p.m. In attendance were Jeanine Bigalk, Erin Belanger Braid, Cassandra
Bryant, Kathy Dawson, Shannon Hoffmann, Alejandra Pelinka, Community Development Director Casey
McCabe, and ACC Consultant Brenda Kayzar with Urbane DrK Consulting, and Katie Bengtson, Communica-
tions Manager
2. COMMUNICATIONS OVERVIEW
Katie Bengtson presented to the group. The Prior Lake City website is the main source of communication with
residents. Residents can now sign up to receive emails about topics they are interested in. This is helpful in
growing subscribers. Discussion around how to possibly announce and communicate the Arts and Culture group
and initiatives. Discussion around where residents get news about the city events and city communication – this
question might be on a future survey that the city will conduct. Four social media channels the city is focused
on: Facebook, Instagram, Twitter, NextDoor. All Arts and Culture social posts need to go through the Commu-
nications Manager. Casey to talk with Katie around announcing the Arts and Culture team on the website. Dis-
cussion around an “awareness campaign” for Arts and Culture.
3. CURRENT BUSINESS
Brenda KAYZAR shared a presentation on funding creative arts and placemaking.
• Percent for Art Program: No percent of Prior Lake city money is allocated for Art. City of Minneapolis
and St. Paul, Mankato and Rochester have Percent for Art Programs.
• Public Private Partnerships: driven by economic and community development goals, can enroll private
property owners, developers, businesses, etc.
• Fundraising: Donors, Public Calls, “Friends Of” Organizations, Grants. City can look at partnering with
artists themselves.
• ART-TRAIN has a meeting on January 25 – Suggestion of having an Arts and Culture Member at-
tend/participate.
• Other Resources: Americans for the Arts, Forecast for the Public Art, Springboard for the Arts. Need to
determine project list, price, time frame

IDEAS discussed: mosaic – sail boat themes ($25K), skate park, benches/seating made out of cross country
skis/surfboards/paddleboards, flower pots

4. METRO REGIONAL ARTS COUNCIL
Ale shared an overview of the MRAC. MRAC improves arts access for communities in the seven metro counties
by offering grants and resources. There are Grant Panel Opportunities available in any group members might
want to participate or know anyone that may want to participate. Not many applications from Scott County.
5. ADJOURN
Shannon Hoffmann had to leave at 5:05 pm. The meeting was still going so no adjournment time to report
