Absent: None. Also in attendance were City Manager Wedel, City Attorney Shepherd, Public Works Director/City Engineer Brotzler, Assistant City Engineer Monserud, and Interim City Clerk Schroeder. Burkart: Noted agenda item 5C for the TH 13 Trail Planning Analysis has great potential to trans- form our community by creating connected neighborhoods along TH 13 to downtown Prior Lake. Added this is just the start and the city has park dedication money set aside for this, it is not new money coming out of the taxpayer’s pocket. Concluded it is exciting to see what the future holds for the city creating this connectivity and is proud of the council for taking this step. Briggs: Thanked the staff regarding agenda item 5I for Trail Segment 5 along TH 13 and pointed out that this agenda has three grant applications. One for a trail section, one for recreation pro- gramming and one for water efficiency that offers some significant opportunities relative to water consuming applicants that brings value to our residents. PRESENTATIONS 6A. No Presentations Scheduled. PUBLIC HEARINGS 7A. Approve Resolution for Downtown South Reconstruction Project (CP 2020-11) to Adopt the Assessment Roll 3 03 21 2022 City Council Meeting Minutes Public Works Director/City Engineer Brotzler and Assistant City Engineer Monserud re- viewed the item and provided background information. Burkart: Noted the assessed cost for residential and commercial is the least amount he has seen in six years he has been on the council, and this appears to be a smooth project. Added the grati- tude goes to staff for pulling resources from every corner. Stated he is a little nervous the city is doing this prior to having some anchor tenants in that location but a very good argument can be made for build it and they will come. Concluded the pipes in this area are failing, financially this is a good time to do this. MOTION BY BRAID, SECOND BY THOMPSON, TO OPEN PUBLIC HEARING AT 7:19 P.M. Dawn Schulberg 4616 Colorado Street SE: Stated her assessment is much larger which she has known for a long time and grateful it has gone down a couple hundred dollars. Added her amount is 2.94%. She thought she could roll this into taxes and did not realize that the interest rate goes with your assessment. Dave Thompson, Prior Lake VFW Commander, 16306 Main Ave SE: Pointed out that the com- munity is coming off of two years of COVID and they have not built back their base to substantially pay these dollars. Braid: Asked staff to state the clarification on how the interest rate is applied to the assessment. Brotzler: Responded the proposed interest rate is for the assessment amount only, not for any other portion of the tax bill. Burkart: Asked for confirmation that special assessments are not deductible. Brotzler: Answered that he advises property owners to consult with their tax specialist. Burkart: Stated the VFW is paying roughly 20-25 percent. Braid: Appreciates the testimony on this; south downtown has been a topic of conversation for decades. Added he is happy the city is fixing the streets that are there and not creating new ones in the neighborhood. He stated nobody wants to pay the assessments, but this project has ARPA 4 03 21 2022 City Council Meeting Minutes funds and state aid which are the best funds a project of this nature would receive. Added council has been sensitive to this project and there are programs available for those who cannot afford the assessment. Wishes council could do better but this is the best he has seen for this project. Concluded he is in support of this project but is sympathetic to those being assessed. Briggs: Noted he is in support of this project that has been looked at for the last four years. Added there have been at least three watermain breaks in recent years. Stated he is not pointing the finger, but the former council did not do a full reclamation of this area. Added the city has the ARPA funds to do the project right setting the stage for an opportunity to talk with development again that may bring us a new VFW. Briggs: Noted staff did a great job on this project with nine contractors bidding which speaks highly of the contractors wanting to work in Prior Lake and that the bids beat the estimate. Stated at this hearing they voted passing the bill, it now goes to the Local Government Committee which he will testify at on March 22, 2022. Briggs: Noted Manager Wedel and the City of Prior Lake has been leading on the legislative agenda as it relates to the various bills that are coming to the house and the senate that would seek to transfer the cost of growth from developers to taxpayers. Applauds Wedel and encour- ages him to make the position in local government known. Concluded he is hopeful this one gets a bit more push back than it has seen.
