CALL TO ORDER President Prchal called the meeting to order at 4:00 p.m. In attendance were Boucher-Hoese, Braid, Briggs, Prchal, and Marco. Also present were Executive Director Wedel, staff Liaison McCabe, and Community Development Ser- vices Assistant Peppin. 2. WELCOM NEW EDA COMMISSIONER EDA Members welcomed new EDA Commissioner Tim Marco. 3. APPROVAL OF AGENDA MOTION BY BRIGGS, SECONDED BY BOUCHER-HOESE TO APPROVE THE AGENDA. Ayes by Boucher-Hoese, Braid, Briggs, Prchal, and Marco. The motion carried 5-0. 4. APPROVAL OF MEETING MINUTES MOTION BY WEDEL, SECONDED BY BRAID TO APPROVE THE JANUARY 24, 2021 MEETING MINUTES. Ayes by Boucher-Hoese, Braid, Briggs, Prchal. The motion carried 4-0-1 with Marco abstaining. 5. CONSENT AGENDA A. Development Update (02/28/2022) MCCABE updated permit information regarding Commercial and Single-Family permits and commented on res- idential developments including Parkwood, Pike Lake Landing, Revere Place and Ron Clark Villas. Legislative Update WEDEL and BRIGGS provided the EDA with an update on proposed legislation intended to limit local zoning control and pass development costs from developers to existing residents. Wedel and Briggs shared the efforts being made by the City of Prior Lake and several other organizations to fight this proposed legislation that would have a negative impact on cities. 8. Scott County FAST-TRACK Challenge Sponsorship Request MCCABE introduced the agenda item related to a request for sponsorship of the Scott County FAST-TRACK Challenge. EDA Members discussed the history of this event in Prior Lake and record of support from the Prior Lake EDA; commissioners were in support of sponsoring this event again in 2022. MOTION BY BRIGGS, SECONDED BY PRCHAL TO AUTHORIZE A FAST-TRACK CHALLENGE SPONSOR- SHIP CONTRIBUTION IN THE AMOUNT OF ONE THOUSAND DOLLARS. Ayes by Boucher-Hoese, Braid, Briggs, Prchal, and Marco. The motion carried 5-0. B. Jeffers Pond First Addition Outlot Development Concepts MCCABE provided an overview of two multi-family residential projects being proposed in the Jeffers Pond neighborhood and shared previous concepts for a mix of commercial and residential developments. Mr. McCabe stated the reason for the EDA review is to discuss a potential reduction of the anticipated 87,000 SF of commercial development if both multi-family projects move forward due to a loss in buildable land area. EDA Members discussed the need for multi-family residential but did not support any reduction in the mini- mum 87,000 SF of planned commercial development due to the future commercial demand in the commu- nity and the limited amount of pad ready commercial property. History EDA Commissioners requested financial reports are provided on a quarterly basis. Current Circumstances Revenues are minimal until the tax levy is received by the City twice per year. Rev- enues to date include lease revenue received for the EDA-owned property at 16298 Main Avenue. Expenditures to date primarily relate to staff wages and benefits as anticipated and budgeted and property tax payments for four EDA-owned properties. Conclusion EDA members receive quarterly financial reports of revenues and expenditures. ALTERNATIVES: 1. History The first Scott County FAST-TRACK Challenge was initiated and hosted by the Prior Lake Technology Village Business Accelerator Program in 2017. The event is now hosted by the Scott County Center for Entrepreneurship following the merger of Technology Village program into the county-wide program. Current Circumstances The 6th Annual Scott County FAST-TRACK Challenge will be held on Thursday, October 13, 2022 at Savage City Hall. The Scott County Center for Entrepre- neurship sent a request to all Scott County communities seeking donations with a goal of $20,000 in cash and in-kind services for this year’s event. During the March 14, 2022 meeting, the EDA approved a motion to authorize a Fast-Track Challenge sponsorship contribution in the amount to $1,000. Expend- itures of this size are traditionally approved by resolution, so staff has prepared the attached resolution to formalize the EDA’s sponsorship of this event. Conclusion City staff contacted Scott County CDA staff to discuss specific items to sponsor in lieu of a cash award to an event winner. CDA staff requested the funds be used toward a marketing contract for the event. FINANCIAL IMPACT: Funds will be provided from EDA Professional Services - General (240- 46500.00-53100.80) in the 2022 EDA budget. ALTERNATIVES: 1. Motion and second, as part of the consent agenda, approving a $1,000 sponsorship contribution. 2. Motion and second to deny the request for sponsorship. Marketing Contract Scott County SPONSORSHIP AGREEMENT The Scott County FAST-TRACK Challenge is a business competition open to Scott County residents, or businesses willing to locate in Scott County, that have incorporated within the past five years, who wish to pitch their new product or idea to a panel of judges with the hope to fast track their business! The Challenge is coordinated by the Scott County CDA’s Center for Entrepreneurship. The live event will be held on Thursday, October 13, 2022. Prizes will include cash and professional service packages. As a sponsor and/or service provider, you will receive the following: • Recognition on all print/marketing materials. • Recognition on social media • Recognition in the FAST-TRACK Challenge video • Recognition at the live event • Media exposure in post event announcements • Sponsors may be provided a seat on the panel of judges • Table at the event to market your company Please select your desired level of participation: Sponsorship Levels: _____ Gold ($5,000). This SOW is subject to the terms and conditions contained in the Agreement between the parties, as specified in the following project descriptions. In the event of conflict or inconsistency between the terms of this SOW and any other verbal or written agreement, the terms of this SOW shall govern and prevail. Please read the following statement and confirm agreement. Note external expenses are not included as part of the SOW unless specified. If there is a dispute or negotiation needed, please let us know. We aim to please. Scope of Work Neon Lizard Creative will provide design and marketing services for the 2022 Scott County Fast-Track Business Challenge (FTC) to include a brand refresh for 2022, updating the FTC website throughout the year and with each promotional event, creating social media posts and newspaper ads promoting the event and encouraging applications, as well as, promoting sponsors, judges, finalists and FTC winners. All materials will be delivered by NLC to the Client based on the Marketing Calendar provided by the Client. DELIVERABLE MATERIALS • Website updates with 2022 information throughout year - Event dates and info, sponsors, judges, finalist and winners - Other updates as requested/needed • Social media promotions - 6-8 social media campaigns (Facebook and LinkedIn formats) - Event announcement, application/promotion, sponsors, judges, finalist and winners • Scott County Scene ad promotions - 3-4 ads, 1 per quarter • Event flyer • Event program • Silver sponsor banner(s) Period of Performance The Services shall commence on 2/15/22, and shall continue through completion of Scope of Work as outlined in the Agreement by 12/15/22. 2 Client Responsibilities • Provide NLC with content, marketing calendar and deadlines • Client is responsible for the accuracy of all content provided* • Proof and approve all materials, in a timely matter to avoid delays in project timeline • Client contact must coordinate internal review of all materials * Client agrees to provide copy that is proofed and pre-approved by their internal team. Content revisions can be made during the initial proofing stage. Subsequent revisions due to Client changes in copy will incur additional change fees. Compensation & Payment Schedule NLC agrees to provide all deliverable materials detailed above for a flat fee of $3000. Payment for NLC's Services to made on the following payment schedule: $750 Due 3/15/2022 $750 Due 6/1/2022 $750 Due 8//1/2022 $750 Due 10/1/2022 Invoices shall be submitted to Client 15 days prior to the invoice due date. Terms of payment for each invoice are due upon receipt by Client of invoice. Each invoice will reflect charges for the time period being billed and cumulative figures for previous periods. Upon completion of this project, Client and NLC will have the option to review this agreement to assure all criteria have been met. (+ you are a "giddy client"!) Out-of-Pocket Expenses / Project Change Requests Out of Pocket Expenses unknown at this time will require approval by Client prior to purchase and will be invoiced separately. Requests for additional materials outside of this SOW will be completed and invoiced separately.
