Following are the results of the preliminary plan review for the C.H. Carp nt
Buildings. The plans consisted of a Survey with no indication of the prop se
sales literature depicting the appearance of the buildings. A proper re~ew
building plans and site plans and a survey. Our review was based on me
Building Code (MSBC) which adopted with amendments the 1997 Ut#fo

1. Submit signed architectural, structural and sprinkler plans.
2. Submit a soils report.
3. Submit the Structural Engineer's requirements for Special Inspections.
4. Provide height and detail of fence.
5. Stairways and guardrails must meet Chapter 10 UBC.
6. Buildings must be sprinkled. MSBC 1306 #8.
7. Fire Hydrants are required to provide fire coverage of buildings. All are
sprinkled buildings shall be within 300 feet of a hydrant. All areas of
building shall be within 150 feet of a hydrant and 150' to the fire Dep
connection.

The original sales and storage building were built in 1976. The west sto a shed was
built in 1980. Presently both of these buildings are not sprinkled. 1l1ey 0 appear to
of Type VN construction. The allowable area (square footage) of the s es torage
building appears to exceed the allowable area of buildings required in ab 5-A of the
UBC. Since the existing use of the property will now have an increased fir load, the
existing sales/storage building and the west storage building will be req . d to be
covered by fire hydrants with a minimum coverage of 150'.

The new STD is MSBC 1303.1600. "Footing Depth for Frost Protec io "It states

any height building". Per discussions with Eric Nelson (Structural E eer) with
Nelson-Rudde this is all that is required. Eric provided all this info.
5. To address Cynthia's 9-5-2003 Memo #2.c I have provided the dra . g from Pope and
will provide a Tree Survey by 10-14-03.
2. To address #12 - The Retail Show floor will meet ASHRAE 62-19 9. 0 cfm/sq ft and

I would also like to add that with all the unnecessary items required by the
$100,000+ over my budget. After several written and verbal requests for so
aid from the City, the reply was always geography (not in the right district).

In our phone conversation on July 6, 2004, you had questioned the numbe
equipment that is allowed in the conditional use permit on motor vehicl
site. The conditional use permit resolution 04-98 motor vehicle sales
adopted June 7, 2004 by the city council. The conditional use permi

I thought we had a very productive meeting and I wanted to take the opportunity! thank you for working
with us and to summarize the points we all agreed to:
1. The final inspection for the air exchanger in the repair area was complet~d and the system was
accepted,
2 We agreed to accept a paper copy of the as-built survey if it was signed py a civil engineer. You
said that one had been completed but it reflected a tree plan which is not accurate. You said you would
contact the Ian see if he would make the modifications, sign it and e-mail it If th:is does not work, we said
we would call to try to enlist his cooperation. If that fails another source will need to be explored. Doug,
Would you be sure that they show the 22 feet as part of your property and refled the other property in the
transaction as part of Gross' property.
3. As we discussed you have contacted the county to find out the format for the legal descriptions
you need for the land swap you have agreed to with the adjacent property owner Loren Gross. Once you
have received these documents (legal descriptions and survey signed by civil erhgineer showing the 22
feet as part of your property) please submit them to Jane prior to recording them.
4 You agreed that YOLl would paint or install EIFS on the storage building pn all exterior sides to
match the main building.
5. The landscaping meets the requirements.
6. You said that YOLl could complete all these items by 12/31/04.
7 Bob agreed to call Mr. Quarberg in hopes that we could help convince h~m to release $40,000 of
the $60,000 due to you as soon as possible rather than wait for the issuance of f3 permanent certificate of
occupancy.
8 In consideration of the work you have accomplished we will reduce the letter of credit to $6000.
Our rationale is that the as built survey is estimated at $1000, land swap $2000 and painting $3000.

Deeds and Quit Claim Deeds from Loren Gross. 1 had the Legal Descriptions co~ducted and tumed them
over to him just after the first of the year. He said he would be out of town for awhile and would get back to
me in March. I left a message with him last week and anticipa.te hearing from hiin this week.
When we met with Jack and Chad you agreed to release a portion of the LOC f~r the work completed. I
have completed all requirements except the Deeds and the As Built drawing. Cqtild you :fux a short note to
Bob Facente at Prior Lake State Bank releasing $10,000 of the $12,500 total so I can pay Oliver &
Associates for the Legal Descriptions, and Mr. Gross for the Deeds.

2. It is the responsibility of the fire sprinkler contractor to flush all water supplies, mains
and branch lines to insure trouble free operation.
3. All control valves shall be monitored and protected against tampering.
4. All concealed combustible areas shall be protected. Check and identify any concealed
