Economic Development Authority Meeting Minutes Monday, April 11, 2022 1. CALL TO ORDER President Prchal called the meeting to order at 4:01 p.m. In attendance were Boucher-Hoese, Braid, Briggs, Prchal and Marco. Also present were Executive Director Wedel, staff Liaison McCabe, and Administrative Assistant Erick-son. 2. APPROVAL OF AGENDA MOTION BY BRIGGS, SECONDED BY BRIGGS TO APPROVE THE AGENDA. Ayes by Boucher-Hoese, Braid, Briggs, Prchal, and Marco. The motion carried 5-0. 3. APPROVAL OF MEETING MINUTES MOTION BY BOUCHER-HOESE, SECONDED BY BRIGGS TO APPROVE THE MARCH 14, 2022 MEETING MINUTES. Ayes by Boucher-Hoese, Braid, Briggs, Prchal and Marco. The motion carried 5-0. 4. CONSENT AGENDA A. Development Update (03/31/2022) Reviewed the year to date residential and commercial building permit activity. B. EDA Revenue and Expenditure Report (Q1 2022)) Reviewed the First Quarter EDA Revenue and Expenditure Report. Revenues are minimal until tax levy is re-ceived by the City. Revenues and expenditures are in line with budget. C. Scott County FAST-TRACK Challenge Sponsorship Approving a $1000 sponsorship contribution with funds that will be provided from EDA Professional Services. Sponsorship funds to be used toward marketing contract. MOTION BY BRAID, SECONDED BY BRIGGS TO APPROVE THE CONSENT AGENDA. Ayes by Boucher-Hoese, Braid, Briggs, Prchal, and Marco. The motion carried 5-0. 5. REMOVED CONSENT AGENDA ITEMS None 6. PRESENTATIONS None 7. OLD BUSINESS None 8. NEW BUSINESS A. Downtown South Reconstruction Assessments MCCABE provided overview of downtown south reconstruction assessments on two EDA owned properties. Single family home on Colorado Street will be $6000.00 and Sebastian Auto property on Main Avenue will be $19340.00.
EDA members discussed the properties that were purchased and purpose of redevelopment and supported deferring the assessments instead of paying them upfront. B. 4528 Colorado Street Right of Entry MCCABE stated the EDA received a request for a right-of-entry to bury electrical lines for the 4528 Colorado Street property. EDA members discussed the property and if the home isn’t seen as a viable rental property, to bury the electrical. Staff will confirm if there is any cost to the EDA and will follow up at the next meeting. 9. OTHER BUSINESS A. Staff Updates i. Dakota Street Redevelopment Update MCCABE provided an update on the Dakota Street redevelopment project. The Planning Commission held a public hearing on April 11th and the Preliminary Planned Unit Development (PUD) Plan will be considered by the City Council on May 2nd. EDA members discussed the reasons for the PUD request, including variances for building materials, height and maximum building setbacks. EDA members also discussed parking which was a primary concern raised by neighboring property owners during the public hearing. MCCABE stated the EDA will need to hold a public hearing at some point in the future to consider the sale of the Dakota Street property to the Beard Group. ii. Jeffers Pond City Council Concept Plan Review on 4/18/22 MCCABE provided the EDA with an update of the Jeffers Pond Concept Plan review which will considered by the City Council on April 18th. McCabe stated the property owners will be presenting two alternate con-cepts related to the required commercial square footage; on which meets the minimum 87,000 square feet and one that does not. EDA members were not supportive of further reductions to the commercial square footage and noted the total commercial anticipated has already been reduced from 200,000 SF to 87,000 SF. iii. 16298 Main Avenue SE Easement Request MCCABE stated City Engineers have requested an easement on the EDA owned Sebastian Auto property on Main Avenue, which is needed for downtown south street reconstruction. MCCABE stated the Planning Commission will be asked to review the proposed easement for conformance with the Comprehensive Plan and this item will be brought back to the EDA for formal action at a later meeting. B. Commissioner Comments i. Arts and Culture Committee ii. BOUCHER-HOESE provided an update of the Arts and Culture Committee (ACC) activities, including their support of the Public Works Family Day Event in May. The ACC will be assisting with a paint the plow activity and name the plow contest with 3rd grade classes. ADJOURNMENT MOTION BY BRAID, SECOND BY MARCO TO ADJOURN THE MEETING.
