Ensure a safe and quality built environment. RECOMMENDED ACTION: Adopt a resolution approving the 2022-2023 Liquor License renewals. BACKGROUND: The City Code provides that the City Council may approve the renewal of annual on-sale intoxicating, Sunday liquor, off-sale intoxicating, on-sale wine, off-sale 3.2 malt liquor, on-sale 3.2 malt liquor, club licenses, and brewer’s on and off-sale licenses. All licenses expire on the same th date, June 30 of each year. All applicants have submitted the required documentation to renew their licenses including proof of liquor liability insurance. Prior Lake City Ordinance 301.600 states that no license shall be granted for operation on any premises for which taxes, assessments, or other financial claims of the City are delinquent or unpaid. All applicants are current with their financial obligations. The Prior Lake Police Department has investigated and reported that in the past five years the following establishments have been cited with selling alcohol to minors: 2021- Village Liquor 2020- MGM, Village Liquor 2019- MGM, Teresa’s Mexican Restaurant 2018- None 2017- Prior Lake VFW, MGM Wine & Spirits, TJ Hooligan’s The Prior Lake Police Department conducts alcohol compliance checks one to two times each year depending on staffing levels. Each Licensee must conduct regular liquor service training for their employees. FINANCIAL IMPACT: Included in this agenda report is Exhibit A which details the license type and fees for the applicants who have paid. ALTERNATIVES: 1. Motion and second as part of the consent agenda to approve the renewal of the liquor licenses listed on Exhibit A for 2022-2023. Resolution – Approval of 2022-2023 Liquor License Renewals 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 22- A RESOLUTION TO CONSIDER APPROVAL OF THE LIQUOR LICENSE RENEWALS FOR 2022 - 2023 Motion By: Second By: WHEREAS, Minnesota Statutes Chapter 340A authorizes the City to issue on and off-sale liquor, 3.2 malt liquor licenses, on sale wine liquor license, Sunday licenses, club licenses, and on and off sale brewer’s licenses; and WHEREAS, Prior Lake City Code sets forth the application process for such licenses; and WHEREAS, applicants have submitted liquor license applications and paid all fees; and WHEREAS, pursuant to the Prior Lake City Code section 301.600, “no license shall be granted for operation on any premises on which taxes, assessments or other financial claims of the City are delinquent or unpaid.” NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The liquor licenses for the applicants and premises set forth in Exhibit A are hereby approved for the period July 1, 2022, to June 30, 2023. 3.
