HomeMy WebLinkAboutPer Plan Presentation_April2021 WORK SESSIONPERSONNEL PLAN 2022-2026 City Council Work Session APRIL 2021 1 Why do a personnel plan People do the work of the city Wages and benefits equal 70% of the total budget Identify resources to perform current service levels into the future Incorporate into long-range financial planning Opportunity to discuss desired levels of services Align council and staff expectations 2 2 3 What influences the plan Population and households Growth Service levels Statutory mandates Budget Partnerships 3 4 Growth 2019 population = 27,050 Population grow 36.7% by 2040 to 37,600 Does not include the 9,000+ residents in Credit River and Spring Lake Township Does not include SMSC or demand on services as a result of gaming enterprise Cities between 29,000-35,000 average 128 FTEs 4 5 Current 98.26 FTEs 73 in Police and Public Works 40 paid on-call fire fighters 50 seasonals City has been on a positive path toward adequate staffing levels Over last five years, added 6 new FTEs to bring us more in line with similar sized cities 5 Financial Impact Cost and funding sources will be estimated into the long-range financial plan Today’s focus is on the need and rationale for each position request Discussion on how to pay for positions will occur during the annual budgeting process Growth slows or economic conditions dramatically change, plan will be amended Council will determine the addition and timing of any new staff adds 6 6 7 The Plan - FTE additions reflect the anticipated staffing needs to maintain current service levels as Prior Lake grows - 16.4 new FTEs from today – most for public safety (12 FTEs) 7 8 Administration 2022: Administrative Assistant 2024: Move part-time Recreation Programmer to full-time 8 9 Community Development 2022: Move part-time Development Services Assistant to full-time 9 10 Finance 2024: Financial Analyst 10 11 Public Works 2023: Move part-time Mechanic to full-time 2024: Maintenance Worker 11 12 Fire Department 2022: Assistant Fire Chief 2023: Duty Crews 12 13 Police Department 2022 – 2026: One Police Officer each year 13 Discussion 14
