Background
Island View 1st Add HOA received MN DNR permit to construct:
36-slip dock in Crystal Bay (OLA); or
If access to Crystal Bay is restricted by low water, to place the 36-slip dock on Upper Prior Lake (OLB)
DNR permit allows docking facilities to be split between the two lots

Island View HOA contacted city with concerns about low water levels this year
Request to install all 36 slips on the Upper Prior Lake in 2022
Prior Lake water level is approx. 900.2’
Prior Lake OHW is 903.9’
DNR views navigable depth as 4’
HOA indicted the channel depth appears to be less than 4’
Potential for, but no assurance lake levels will rise

Conclusion and Recommendation
DNR provided authorization to place all slips on Upper Prior at least once previously (early 90s)
DNR no longer administers this type of permit
HOA is requesting approval to place all slips on Upper Prior Lake for 2022 season
In event of rising water, HOA does not wish to relocate docks in 2022 due to cost
If approved, staff will mail a letter to all riparian property owners within 350 feet of OLB notifying them of City approval for the temporary placement of docks at this location in

Motion and second authorizing the Island View 1st Addition HOA to place all 36 dock slips on Outlot B, Island View 1st Addition along the shores of Upper Prior Lake in 2022
