CALL TO ORDER President Prchal called the meeting to order at 4:01 p.m. In attendance were Boucher-Hoese, Braid, Briggs, Prchal, and Marco. Also present were Executive Director Wedel, staff Liaison McCabe, and Administrative Assistant Erick- son. 2. APPROVAL OF AGENDA MOTION BY BRIGGS, SECONDED BOUCHER-HOESE TO APPROVE THE AGENDA. Ayes by Boucher-Hoese, Braid, Briggs, Prchal, and Marco. The motion carried 5-0. 3. APPROVAL OF MEETING MINUTES MOTION BY BRIGGS, SECONDED BY MARCO TO APPROVE THE APRIL 11, 2022, MEETING MINUTES. Ayes by Boucher-Hoese, Braid, Briggs, Prchal, and Marco. The motion carried 5-0. 4. CONSENT AGENDA A. Development Update (04/30/2022) MCCABE reviewed the summary of year-to-date residential and commercial development permit activity. MOTION BY BRIGGS, SECONDED BY BRAID TO APPROVE THE CONSENT AGENDA. Ayes by Boucher-Hoese, Braid, Briggs, Prchal, and Marco. The motion carried 5-0. 5. REMOVED CONSENT AGENDA ITEMS None 6. PRESENTATIONS None 7. OLD BUSINESS None 8. NEW BUSINESS A. 16298 Main Avenue SE Easement MCCABE presented a request from city engineers for the EDA dedicate a roadway, drainage, and utility easement over the north 11 feet of the EDA owned lot at 16298 Main Avenue SE to facilitate downtown south street reconstruction work. MOTION BY BRIGGS AND SECOND BY BRAID APPROVING A RESOLUTION APPROVING THE DEDI- CATION OF A ROADWAY, DRAINAGE, AND UTILITY EASEMENT ON EDA-OWNED PROPERTY AT 16298 MAIN AVENUE SE. Ayes by Boucher-Hoese, Braid, Briggs, Prchal, and Marco. The motion carried 5-0. B. Downtown Property Acquisition Opportunities EDA members discussed whether they want to pursue additional downtown property acquisitions to facilitate future redevelopment activities. Wedel informed the EDA that staff met with a few VFW members to discuss the downtown off-street parking lots. Discussions were preliminary but included an option to swap the 11 ft. needed for Colorado Street reconstruction with 11 ft. on the south side of the VFW building; an option to swap the city-owned parking lot at the intersection of Pleasant St. and Main Avenue for a portion of the VFW-owned parking lot along Colorado Street; and an option where the city purchase a portion of the VFW-owned parking lot along Col- orado Street which would provide the VFW with funding to assist in their remodeling project. This agenda item will be continued at a future EDA meeting. C. Commercial Development Update MCCABE provided an overview of pending commercial developments to EDA members. McCabe stated a final plat is anticipated for development of a three-lot commercial subdivision on the vacant parcel south of Tractor Supply; a one-lot subdivision at the Pike Lake Trail/CH21 intersection for a Caribou Cabin drive through; storage condos north of 170th Street should start this year; and discussions are ongoing for a po- tential 10,000-15,000 sq commercial building along Fountain Hills. 9. OTHER BUSINESS A. Staff Updates i. Downtown South Reconstruction Right of Entry Reports MCCABE updated EDA members on a previous agenda item and stated there is no cost to the EDA for the power burial work on the EDA-owned Colorado Street single-family home. ii. Dakota Street Redevelopment MCCABE provided an update on proposed mixed-use redevelopment project proposed on the EDA-owned Dakota Street lots next to City Hall. iii. Jeffers Pond Development MCCABE informed the EDA the Outlot C Jeffers Pond First Addition development proposed by Rachel Development was not recommended for approval by the Planning Commission. Rachel Development will likely revise their plan and pursue an alternate development for this site. B. Commissioner Comments i. Arts and Culture Committee BOUCHER-HOESE provided an update of the Arts and Culture Committee (ACC) activities. The ACC will be assisting with paint the plow and other activities for the Public Works Family Day Event. Boucher- Hoese stated the ACC is exploring a city artist program to add public art in the community. She updated the EDA members on Bench projects in the community and discussed the Skate Park bench dedication even scheduled for Wednesday, May 25th.
