HomeMy WebLinkAbout06 06 2022 City Council MinutesPRip\/o U txy \�INNESOS� 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL MEETING MINUTES June 6, 2022 CALL TO ORDER Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Burkart, Braid and Churchill. Absent: Councilor Thompson. Also in attendance were City Manager Wedel, City Attorney Kendall, Planner Jeff Matzke, and City Clerk Simon. PUBLIC FORUM Shreve Parsley with P.L.A.Y. ;_Provided a brief update on the latest happenings with P.L.A.Y. This past month, they invested $13,000 into the ballfields at Ponds and at Ryan. Replaced the dirt on all 13 infields at Ponds and at Ryan. Currently in the process of building the 4 pitching mounds at Ryan ballfields. Overall, spent $3,500 in equipment and labor to install new clay, reshape the pitchers' mounds and raise the pitching rubber. Secondly, P.L.A.Y has awarded 4- $1,000 scholarships to Prior Lake High School 2022 seniors. In the past years they have awarded 3 scholarships of $750. This spring they had 13 applicants all of which were very worthy. The scholarships are given to student athletes who participated and played sports at younger ages and continue their athletic careers throughout high school. The awarded students not only exemplify leadership on the field or court, but also in the classroom and commu- nity. Lastly, P.L.A.Y. recently initiated an Anti -Bullying campaign. Have consulted with other athletic as- sociations within the City of Prior Lake if they would join P.L.A.Y. to form a unified stance against bullying. Without hesitation, Prior Lake Youth Wrestling, Prior Lake Youth Soccer, Prior Lake Sav- age Hockey Association, and Prior Lake High School all agreed to form an alliance to generate like and consistent messaging to combat bullying. As far as P.L.A.Y. is aware this is the first time in history of Prior Lake Youth sports that all 5 of the organizations have come together. Kicked off campaign at the last Coffee and Conversation at the High School which was hosted by the Athletic Activities Director Jeff Marshall. Currently in the process of next steps on making this campaign more visible in athletics and in the community. Hoping to have logos and Moto on helmets, uniforms and bag tags by fall. Also hoping to have a student lead committee that will create this logo and Moto. RESOLUTION 22-078 APPROVING A FINAL PLAT, RESOLUTION 22-079 APPROVING FI- NAL PLANNED UNIT DEVELOPMENT PLAN, AND DEVELOPMENT AGREEMENT FOR SPRING LAKE RIDGE Planner Jeff Matzke presented the agenda item to council. Burkart: Was there a response regarding the inquires we received on sidewalk placement on Sun- set? Matzke: In 2020 questions were received from both Council members and the public on safety and accessibility of the existing Sunset Avenue moving north to 170t" street or Shoreline Blvd. in this area. Part of the project is to install a sidewalk connection on the west side of the new road/new Sunset Avenue. Some of the residents inquired about the sidewalk being installed on the East side as well. That is more complicated due to existing structures that would need to be moved or relo- cated to install that sidewalk on the East side. The city will inquire with the developer and the resi- dents involved. With no participation of the property owners involved on the East side, it would default to the sidewalk being installed on the West side only. Burkart: With Prior Lake being a snowmobile friendly community, the southside of phase one is similar to a "main street" for the snowmobile trail on south bound 13 and 282. Are the developers aware of that trail? Can that trail continue through? Braid: The boat slip situation has been resolved, correct? Can you summarize this project from where we started to where we are now to provide a refresher on all the items that have been ad- dressed in relation to this project historically? Matzke: Went through afew concept plans and preliminary phases in 2019/2020, nearly three years ago. By the time we moved into the preliminary plats in 2020 the dock slips were removed. Also, during those preliminary plat phases is when other issues were talked through such as traffic and access location. The city had a traffic consultant attend public hearings and City Council meetings and revise their plan to address the concerns. The plan was a combination of getting to the right spot of what we can work with all the aspects. The County was also involved in control access to 17/Marshall Road. Eventually, the city envisions that further down 17 there would be a better access point, which is still in discussion with the city and the county. None of that area is annexed into the city, it is part of Spring Lake Township currently, would have to go through early annexation or petition of property owner which is currently being discussed. This being a 2 phased development there will be at least another year before further annexation is discussed. Mike Suel, DR Horton: Developer for Spring Lake Ridge. Yes, they are aware of the snow mobile crossing, and they have worked with the city staff and Scott County to ensure that this remains accessible, and they will include that in their disclosure document to the homeowners. Potentially they could use as a marketing tool. Braid: Request that the disclosure is not too small or non -transparent so the homeowner can clearly identify the disclosure. This is one of Prior Lakes stronger neighborhoods, please be mindful of the neighbors during construction. Mike Suel, DR Horton: Yes absolutely. Will work with the City to ensure that communication is continuous. 4 06 06 2022 City Council Meeting Minutes Briggs: Concerned with splitting in phase 1 and phase 2. What assurances can be offered to Coun- cil with timing of phase 2 and that the PUD benefits which are the overarching whole of this project - ensure that the Council knows what is happening when. Mike Suel, DR Horton: To start with on the benefits, the outlots are being platted now, the conser- vation easements and open spaces are being dedicated now. Basically, we are down to making sure we get the snowmobile trail and that we are not far enough south with the street construction to impact that with the first phase. Some of that has to do with material constraint issues and they don't want to take on too much and get held up and not complete what they stated they could and when. Want to ensure what they say they can do; they can do. Will continue to update Council and staff on project progress. Wedel: Asked Planner Matzke to provide staff perspective on the PUD benefits being memorialized with the city. Matzke: In the resolutions that are passed, including the enabling PUD resolution in the develop- ment agreements that are done, the PUD benefits are engrained in those resolutions. Whether the project takes multiple years, or a new developer transitions in and finished the project they will pick up where the last developer left off. That ensures that all builders are consistent with their process and if a new builder wanted to change that they would need an amendment and Council approval.
