CALL TO ORDER Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Burkart, Thompson and Braid. Absent: Councilor Churchill. Also in attendance was Community Development Director McCabe, City Manager Wedel, City Attorney Kendall and City Clerk Simon. 2. PUBLIC FORUM Jarod Kruse, 6701 Faricy Lane - Just wanted to shed some light on the full-time transition. On the pamphlet I made (and provided copies to Council) it was stated that the funding was going to be completely covered by the grant. There is some information directly from the FEMA website that states that it is 75% and 35% respectively. The recent coverage area states that they recently cov- ered the Spring Lake area and Credit River area, those two areas have been covered by Prior Lake Fire for decades- 40+ years. I spent nearly 20 years on the fire department. Some more information on the recent applications, I know for a fact as I have also taught with the fire academy for Scott County which all the fire departments through Scott County go through and you can see there are 27 personnel in the last few years. I am really puzzled why there is only 4 applicants here in the last go around. Stating that the current model does not work, there are 778 departments in the state of Minnesota. 97.2 departments are volunteer or mostly volunteer. 86.9 are almost all volunteer mean- ing no one gets paid. Full time fire departments in comparison to Prior Lake Fire, the first column is fires that can be a trash can fire, an oven fire and the next column, the four-digit numbers are how many runs a full-time department runs in a year. When you look at the bottom, Prior Lake ran 525 calls the same year in comparison. Seems a little strange. Next page is duty crew model in com- parison to Prior Lake. First column is the City Name, second column is the number of fires, the third column is the number of calls they received in a years’ time. These are multiple times more than Prior Lake. Next page states this week’s stats, these are stats from a duty crew model. In the top left, record count 68 calls in week. Prior Lake doesn’t do that in a month. Again, average time in- route is just over 2 minutes, which is a staffed station regardless of it being full time or duty crew the model works. Two pages beyond that says Prior Lake Fire department calls per year compari- son, going back to 2001 to 2019, call volume and fires have gone down. Few articles, and some examples also included. Closing thoughts, anyone who has any logic and has been shown this information will want to know the answers to these questions. Last, resources are from the State Marshalls office. Natalie Barnes, 15630 Fish Point Road SE- Just became aware of the full-time fire department in the last few months and did go out and speak with other Mayors and fire fighters in other divisions. One of the outstanding items after speaking with citizens, they live on government fixed incomes. I have seen full time fire in Edina has a medical crew, Prior Lake does not. That is where the money is made because of the number of services they provide. What are we going to get from a full-time fire department in the future that isn’t available now that goes above and beyond just answering 2 10 03 2022 City Council Meeting Minutes calls? Lastly, in the last City Council meeting there were comments made about manipulation to the budget to fit this in. With knowing where we are at with our school district, and also with our Lake- front Park project, you are going to start to look at constituents to pay more taxes for more projects and full-time fire department on top of that. Have heard from fire fighters even in this City that said this is basically a manipulated crisis. I asked them to explain- stated that other fire departments can accomplish this on a duty crew in which some have medical. My concern is that I understand that this is a preliminary budget, and many of you will be exploring options down the road with different seats and taxes are a very concerning topic as taxpayers. Want to ensure that our taxes are appro- priately used. If we see that full time fire is not needed, are we planning to step back and look at a different option. Duty crews, if you can have 100% coverage, would be1/3 of the cost seem like it would be a more appropriate use. Wedel - Responding to Jerry Kruse, I am going to defer to our City Attorney, David Kendall. Second testimony- There are certainly more than calls that dictate why we are looking at a full-time fire department. Pre-planning, education with the schools, completing an inventory of our existing com- mercial and industrial buildings to understand how those facilities would be addressed in a fire, etc. There are many other factors in addition to calls that went into this decision, and I can compile for you. David Kendall - Advised manager Wedel not to comment as there is pending litigation initiated by Mr. Kruse and Mr. Kruse did not present any questions directly looking for a response from Coun- cil. 3. Proclamation Declaring October 2022 as Domestic Violence Awareness Month Police Chief Steve Frazer introduced the proclamation. Mayor Briggs presented Katie Schaumann from Southern Valley Alliance with the proclamation. Katie Schaumann, Southern Valley Alliance - Thank you for continued support. Excited to an- nounce our 40th anniversary serving Carver and Scott County this year. In those 40 years, supported 2400 individuals in Prior Lake.
