RECOMMENDED ACTION:
Approval of a Resolution Amending the City of Prior Lake Community Engagement
Committee Bylaws.
BACKGROUND:
The Citizen Engagement Committee was created by the City Council in 2017 to consolidate
three underperforming committees (Parks, Lakes and Communications/Technology) into
one committee. In 2020, the Citizen Engagement Committee bylaws were amended to
incorporate the outreach activities of the former Community Safety and Transportation Safety
Committees and to rename the body the Community Engagement Committee (CEC).
Staff proposes amendments to the CEC bylaws in the following sections:
1.Section 200: Structure and Duties of the Committee. The CEC has been functioning for five
years. The proposed amendments to the duties of the committee more accurately reflect the role,
priorities, and actual activities of the CEC.
2.Section 205: Vacancies. Committee members are eligible for up to three, three year-terms.
Incumbents usually apply for subsequent terms and generally are selected for reappointment.
Staff proposes an amendment that allows the City Council liaison and Committee chair (with staff
input) the ability to put forward an incumbent for reappointment by the City Council prior to the
advertisement of vacancies. The intention is to make the appointment process more efficient and
transparent and to retain strong incumbents.
3.Other. Additional changes involve minor housekeeping amendments.
The City Council has an established Bylaws and Compensation Committee to recommend
revisions to committee related bylaws and other matters. City staff met with the Bylaws and
Compensation Committee members (Councilors Thompson and Churchill) on October 17, 2022,
to discuss proposed amendments to the CEC and other committees' bylaws. The Bylaws and
Compensation Committee reviewed and approved the proposed CEC bylaw amendments for City
Council consideration. Amendments were also reviewed and supported by the CEC Chair.
