Grant Jacobson, Jacobson Engineers & Surveyors From: Nick Monserud, Assistant City Engineer Pete Young, Water Resources Engineer Kris Keller, Consulting Engineer Date: November 29, 2022 Re: Kiehm Storage/PL 170th Street City Project No. DEV21-000007 We have reviewed the updated final plat and final planned unit development documents submitted for the Kiehm Storage/PL 170th Street site dated November 28, 2022 as prepared by Jacobson Engineering and Surveyors. The following documents were received: 220049 CIVIL SET 112822.pdf We have the following comments with regards to stormwater management and engineering: General 1. Submit for and provide copies to the City of all required permits from regulatory agencies MCES, Minnesota Pollution Control Agency, Minnesota Department of Health, NPDES, etc.) a. Note, construction of the pipe to the north occurs in the City of Credit River and will need to be approved through them. 2. Revise plans to incorporate modifications as required by the Building Official for fire protection and any other comments that arise during the building permit review process. a. Provide an updated utility plan that i. Meets fire coverage requirements ii. Shows and notes details of wall mounted hydrants, etc. iii. Adds hydrant or water supply to the mid-point between each building as well as to the east side of “east” building and to the west side of “west” building. 3. Maintenance agreements between the property owner and the City will need to be provided that define the ownership and responsibilities of the utility services from the utility mains to the buildings. a. City Staff are reviewing exhibits for accuracy with current plan set. i. Stormwater Agreement 1. Switch out Exhibit B, using the latest revised plan set (I believe we have one final one coming) 2. Attachment C is incorrect (they attached the project SWPPP). This exhibit needs to outline the plan for inspecting and maintaining the private stormwater infrastructure at the site. This plan should have a list of the different stormwater features (storm inlets, outlets, ponds, sumps, etc.), their inspection frequency, and plan for maintenance of each feature (routine and major). ii. Sewer/Water Agreements 1. Update Exhibit B with approved utility plan once plan comments are addressed. b. Record approved agreements prior to issuance of Building permit. 4. A temporary construction easement shall be executed and recorded over the southern 65 feet of Lot 1, Block 1. 5. Update watermain call outs and labels in the plan views of the utility sheets to include extending 12” watermain and utilizing 12” fittings. Update plan accordingly. a. Show connecting to the existing 12” watermain with a 12” gate valve. 6. Match sanitary sewer rim and invert elevations provided as part of Kimley-Horn plans 7. Update 11/28/22 plans per redline comments provided.
