GOAL AREA High -Value City Services
OBJECTIVE: 1. Establish financial stability for all funds.
RECOMMENDED ACTION:
Approve an Ordinance amending Sections 2 (2023 Fee Schedule) and resolution approving the
summary of ordinance and ordering its publication.
BACKGROUND:
The purpose of this agenda item is as follows:
1. Hold a public hearing for the proposed 2023 Fee Schedule,
2. Consider approval of an Ordinance adopting the 2023 Fee Schedule
3. Adopt a summary ordinance approving a Chapter 2 Fee Schedule summary for
publication.
Annually, staff reviews the fee schedule as part of the budget process and makes
recommendations to the City Council for changes or additions as needed. The Council is required
to announce the time and place of the council meeting at which the 2023 fee schedule will be
discussed and allow for citizen input. A public hearing is being held on December 5, 2022. The
fees are adopted in the current year, so the new fees will be in effect for the entire new (upcoming)
year.
Fee Schedule Changes:
During the 2023 budget process, staff presented the significant changes to the fee schedule as
part of the budget workshops. The input received from the public hearing and City Council on
December 5 will be incorporated into the 2023 Fee Schedule. Shown below is a listing of all the
proposed fee schedule changes and the reason for the change. Attachment 3 is the 2023 Marked
Fee Schedule. It is labeled, and color coded as follows:
• Blue — Changes in heading/name of fee, specifying timeframe (i.e., per month, per
billing cycle). No new fees or changes to the amount of fees.
• Orange — New fees or changes in fees. Explanations are listed below.
• Red — Deleted fees. No longer applicable.

Escrows for professional services will be charged based on the actual professional services cost
of the project. Escrows for plats and PUD amendments will be charged a flat fee and no longer
be based on the number of lots or acreages.
2. Acreage and Connection Charges for Trunk Water, Trunk Sewer and Trunk
Stormwater: Charges for Water Connection and Sewer Connection: Staff is recommending an
inflationary cost increase of 5.79% based on the construction cost index (CCI).
3-7. Utility Rates:
Utility Financial Management Plans
The 2023-2027 Utility Financial Management Plans for Water, Sewer and Storm Water are
reviewed and updated on an annual basis. The proposed rate changes identified below are
projected to be sufficient in covering the utilities' operating costs and to finance the capital costs
included in the City Council approved 2023-2027 Capital Improvement Program (CIP) dated
August 15, 2022.
The Utility Financial Management Plans of the 2023-2027 CIP includes rate increases for water
(1.5%), city sewer (2%), and stormwater (11.5%) for 2023. The proposed Stormwater increase
for a residential property at 11.5% would be $11.78 per year or just under $1 per month. The
increase in stormwater fees is due to a decision in 2021 to add storm sewer replacement costs
on reconstruction projects to the stormwater utility fund, previously these were part of the general
levy and assessment cost. Included in the increase is also funding for a $950k add in 2024 for a
regional water quality pond project.
MCES Sewer Rate:
The Metropolitan Council Environmental Services' (MCES) annual operating budget plans for the
resources necessary to support its two core functions: wastewater collection and treatment, and
water resource planning. The MCES sets the rates based on the City's actual flow from 2021 (two
years prior historical) as a proportion of the total regional flow MCES processes multiplied by the
regional charge for the next year (2023). Based on the MCES municipal wastewater charges
approved by the Met Council in August, staff recommends a 3.5% increase in the MCES rate
charged on sewer consumption for 2023.
Staffs recommendation for utility rate changes for each service are detailed on the 2023 Fee
Schedule Ordinance (Attachment 1) and on the on the 2023 Marked Fee Schedule (Attachment
3).
Impact of Rate Changes on Total Utility Bill:
The overall change to each customer bill is dependent on water and sewer use. The chart below
shows the changes resulting from the proposed rates for a high, medium, and low user (80th,
50th and 20th percentiles, respectively). Sewer consumption is lower than water consumption
due to the summer sewer rate break.

9. Excavation & Grading Permits - Permit for Residential <1 acre: Staff is recommending
an increase to cover the City's annual cost increases.
11. Tree Preservation Lot Deposit: The city is not currently collecting a sufficient escrow to
plant the trees if necessary.
12. Administrative Fee for Assessment of Delinquent Charges: Based on utility billing time
spent on special assessment process including updated hours to include phone calls and
updated hourly rate for utility billing staff.
13. Public Works Contracted Services: Staff is recommending an increase to cover the City's
annual cost increases.
14. Street Overlay/Resurfacing Assessment: Staff is recommending an inflationary cost
increase of 5.79% based on the construction cost index (CCI).
15. Boat Slip Rental - Non-refundable Cancellation Fee: Fee changed to recoup credit
card processing fees.
16. Park/City Facility Rentals: Staff is recommending an increase to cover the City's annual
cost increases.
17. Community Garden Clean Up Fee: Fee added to recover cost.
18. Field Striping - Initial Layout: Lower cost due to new GPS striping equipment.
19. Field Lighting: Increase due to higher cost of energy.
20. Youth Camps: Change in fee range for camps.

21. Registration Cancellation Fee: Fee already exists in policy but not shown on fee
schedule.
22. Park Permits: Staff is recommending an increase to cover the City's annual cost increases.
23. Miscellaneous: Staff is recommending charging actual cost to cover cost increases.
24. Memorial Benches/Plagues: Staff is recommending an increase to cover the City's annual
cost increases.
25. Liquor and Cigarette Licenses: Staff is recommending the fee be based on the City's cost
to complete the investigations.

8. Decks: Valuations vary greatly but the plan review time and number of inspections does not
drastically change based on deck type and size. This change is proposed to provide clarity
and equity on permit costs.
9. Mechanical Permits — Industrial, Commercial, Residential Sprinkler/Fire
Suppression: This fee is not new and was previously included in industrial, commercial
and multi -residential mechanical permits. A new line is being added specifically for
sprinklers and fire suppression systems for clarity.
Explanation of Fees Removed in 2023 (red highliqhted items)
A. Softball Tournaments: All fees now included under field reservations.
B. Memorial Trees: This program is no longer active.
FINANCIAL IMPACT:
The fee schedule identifies those types of service charges and license fees charged on a user
basis to recover City -associated costs. Charges for services, licenses and permits are a
significant part of the revenue stream supporting the City's budgets. For example, the General
Fund budget receives about 15% of its support from charges for services, licenses and permits.
100% of the city's water, sewer, and stormwater operations are funded by user charges/fees.
ALTERNATIVES:
1. Motion and second, to approve an Ordinance amending Section 2 (adopting the
2023 Fee Schedule).
2. Motion and second to approve a Summary Ordinance permitting summary
publication of the Ordinance adopting the 2023 Fee Schedule (requires a 4-5 vote
to pass pursuant to state law).
3. Delay action if the Council requires additional information
