Call to Order and Pledge of Allegiance: Chair Tieman called the MONDAY, NOVEMBER 14, 2022 Prior Lake Planning Commission meeting to order at 6:00 p.m. Those present were Commissioners Dave Tieman, William Kallberg, and Dan Ringstad. Absent were Michael Tennison, Jason Tschetter, and Doug Johnson. Also present were City Council Liaison Kim Churchill, Community Development Director Casey McCabe, City Planner Ian Cochran, and Administrative Assistant Jess Erickson. 2. Approval of MONDAY, NOVEMBER 14, 2022 Agenda: MOTION BY RINGSTAD, SECONDED BY TIEMAN TO APPROVE THE MONDAY, NOVEMBER 14, 2022 PRIOR LAKE PLANNING COMMISSION AGENDA. VOTE: Ayes by Ringstad, Tieman, and Kallberg. The Motion carried 3-0. 3. Approval of MONDAY OCTOBER 24, 2022 Meeting Minutes: MOTION BY RINGSTAD, SECONDED BY TIEMAN TO APPROVE THE MONDAY OCTOBER 24, 2022 PRIOR LAKE PLANNING COMMISSION MEETING MINUTES. VOTE: Ayes by Ringstad and Tieman. Abstaining was Kallberg The motion carried 2-0-1. 4. Public Hearings: A. City Code – Public Hearing – Amendments – Section 1141: Accessory Structures – Consider amendments to Prior Lake City Code Section 1141, Accessory Structures. Planner Cochran: Introduced the public hearing to consider amendments to Prior Lake City Council related to a proposed amendment to Prior Lake City Code Section 1141, Accessory Structures. Cochran explained the background, current circumstances, and concluded that the proposed zoning ordinance amendment provides a necessary correction of what may be an overly restrictive part of our zoning code. Commission Comments/Questions: Ringstad: Commented that he will be supporting. Kallberg: Asked if the structure is over 200 sq ft and more than 6 ft from the house it can revert from the 5 ft setback. Cochran: Replied that’s correct. MOTION BY RINGSTAD, SECONDED BY KALLBERG TO OPEN THE PUBLIC HEARING ON ITEM 4A AT 6:12P.M. VOTE: Ayes by Ringstad, Tieman, and Kallberg. The Motion carried 3-0. Public Comment: None. MOTION BY KALLBERG, SECONDED BY RINGSTAD TO CLOSE THE PUBLIC HEARING ON ITEM 4A AT 6:12 P.M. VOTE: Ayes by Ringstad, Tieman, and Kallberg. The Motion carried 3-0. Commission Comments/Questions: None. 2 MOTION BY RINGSTAD, SECONDED BY KALLBERG TO RECOMMEND THE CITY COUNCIL APPROVE AMENDMENTS TO SECTION 1141 OF THE PRIOR LAKE CITY CODE. VOTE: Ayes by Ringstad, Tieman, and Kallberg. The Motion carried 3-0. 5. Old Business: None. 6. New Business: None. 7. Announcements & Adjournment: Announcements: McCabe: Commissioners are going to adjourn to a Work Session to discuss potential amendments to section 1142 and 1144 related to architectural design standards. MOTION BY KALLBERG, SECONDED BY RINGSTAD TO ADJOURN THE MONDAY, NOVEMBER 14, 2022, PLANNING COMMISSION MEETING AT 6:13 P.M. VOTE: Ayes by Ringstad, Tieman, and Kallberg. The Motion carried 3-0.
