RECOMMENDED ACTION: Adopt a resolution authorizing the preparation of a feasibility report and approving a work order for the 2024-2025 Pavement Management Project (CP 2024-01 ). BACKGROUND: The city maintains a 5-year Capital Improvement Program to plan its infrastructure improvements and the financing for capital improvements. The 2024-2025 Pavement Management Project proposes to reclaim and mill & overlay streets and perform spot utility repairs within the Wilds and Jeffers neighborhoods denoted on the attached location map. The M.S. Chapter 429 process applies to all projects that will be financed in whole or part through special assessments or bond proceeds. The first step in the process is for the Council to order the preparation of a Feasibility Report for the project. The Feasibility Report will provide options and cost estimates for the improvements. The City assessment policy will be applied to the preliminary assessment calculation which is completed as a part of the Feasibility Report. A scope of services and schedule has been prepared by WSB & Associates (WSB), a member of the City's consultant pool. The proposal in the amount of $723,343 includes the following items that cover the full project: •Feasibility Report •Public Involvement, Communication, and Community Engagement •Intersection Evaluation, Speed Study/Traffic Calming •Geotechnical Report •Topographic Survey •Design •Bidding Administration •Construction Testing Services •Project Close-out City of Prior Lake I 4646 Dakota Street SE I Prior Lake MN 55372 Item 6G Page 12 Staff recommends Council authorization for the preparation of a feasibility report and approval of a work order with WSB for the 2024-2025 Pavement Management Project. The work order with WSB will be on an hourly basis and individual components of the project scope will be authorized only as the project advances. In the event it is determined the project is not feasible, activities and costs associated with survey, design, bidding, testing, and project close-out will not be authorized and cost will not be incurred for these activities. FINANCIAL IMPACT: The financial impact of the project will be further analyzed in the feasibility report, including the preparation of preliminary assessment calculations and recommended funding sources. The 2023-2027 CIP includes $11,495,000 for the completion of the 2-year 2024-2025 Pavement Management Project. Specifically, our services will include topographic survey, geotechnical services, traffic studies to investigate the operation of requested roadways and/or intersections, the preparation of a Feasibility Report, public engagement, final design, bidding, preparation of final assessment rolls and assisting the City with Construction Administration for the City’s 2024 and 2025 Street Improvement Projects. PROJECT UNDERSTANING Streets within the City’s 2024 and 2025 Street Improvement Projects are located within the Wilds and Jeffers Pond subdivisions and are generally located: north of 154th Street (CSAH 82); east of Mystic Lake Drive (CSAH 83); south of 140th Street (CSAH 42); and west of Eagle Creek Parkway CSAH 21). Streets within the two developments are experiencing various levels of pavement distress, including: cracking (transverse, longitudinal and alligator), rutting, and isolated areas of settlement. Patching has occurred over the years to address areas of more severe pavement distress. Curb and gutter within portions of the project have settled or heaved, creating drainage issues for conveyance of stormwater within the curb line, and there are also structurally deficient curb panels located within the project area. PROJECT APPROACH/SCOPE OF SERVICES WSB’s project scope and proposed tasks are based on our understanding of the project, and we propose the following scope of services: Task 1 – Topographic Survey WSB will complete the topographic survey for over 15-miles of roadway located within the two project areas. Initially, survey controls will be set up for the project area followed immediately by the topographic survey of the existing conditions within the road right -of-way. Topographic survey will include 100 feet of adjacent roadways that abut the project area. Storm sewer structures will include measure downs and rim elevations for structures on Wilds Parkway only. Sanitary sewer will include rim elevations, only for all streets. All hydrants and exposed valves will also be surveyed. Topographic survey data, coupled with a geotechnical report, will assist with developing recommendations for the appropriate pavement rehabilitation methodologies. Should the City determine additional evaluation of the storm sewer system within Wild Parkway warrants additional evaluation, WSB can utilize a subcontractor to televise existing storm sewer within Wilds Parkway and review the televising reports to evaluate deficiencies within the existing storm sewer network. WSB can provide a separate estimate for this work should the City elect to move forward with such an evaluation. Task 2 – Geotechnical WSB will obtain soil borings for the streets identified, includes 37 borings at/to 5-foot depths, and 10 borings at/to 10-foot depths. WSB will also: Obtain geotechnical report with pavement evaluation and recommendations Participate in a Gopher State One site meet. Perform Standard Penetration Test borings and sampling Evaluate soils from the 10-foot borings samples to determine corrosivity of the soils throughout the project area Perform lab testing for percent fines and organics for classification of subgrade soils Complete routine lab tests (moisture content and P200 wash) Classify soils with USCS and prepare boring logs Preparation of a Geotechnical Report with recommendations for pavement design WSB will obtain bituminous pavement corings for the streets identified. We propose to collect a total of 65 coring samples from the project area. Approximately 10 cores will be obtained from the Wilds Parkway/2025 Street Improvement Project Area i. WSB will perform field coring of bituminous pavements, collect bituminous core samples, note existing conditions, photograph existing roadways, and cold patch roadways. ii. WSB will evaluate pavement thickness, condition, and field pictures to be utilized within the geotechnical report findings and recommendations. Approximately 55 cores will be obtained with hand augers for the Wilds/Jeffers Pond/2024 Street Improvement Project Area i. WSB will perform field coring of bituminous pavements, collect bituminous core samples, note existing conditions, photograph existing roadways, and cold patch roadways. ii. WSB will also perform field drilling directly below core and sample the underlying aggregate base and obtain its approximate thickness. Our Geotechnical Engineer will review samples, field notes, photographs and readily available information from various web sources. WSB will provide recommendations on pavement rehabilitation techniques. WSB will provide recommendations on utility repairs based on an evaluation of the soil compositions throughout the project areas. Note: Traffic control is not included in the estimate. It is anticipated that all work can be completed under traffic. The scope of work will include a 1-hour drone flight during school start time and again at dismissal. Footage from the drone flight will be used to evaluate traffic at the intersection, the school access and the internal circulation area. WSB will provide to the City: Video and findings. Recommendations for mitigating any potential issues. Task 4 – Speed Study/Traffic Calming Measures Wilds Ridge, McKenna Road and Jeffers Parkway –WSB will evaluate speed information from the aforementioned streets and identify potential mitigation measures in response to resident concerns about speeds in the aforementioned areas. The City will collect 48-hours speed date with City-owned counters. WSB will review speed information collected by the City and analyze findings based on roadway location to identify potential mitigation measures including traffic calming solutions. Recommendations stemming from the intersection evaluation and speed study/traffic calming evaluation may impact WSB’s design and construction administration support scope for the project, the final extent of which will be evaluated following completion of the feasibility report. Task 5 – Feasibility Report WSB will prepare a Feasibility Report for the 2024 and 2025 Street Improvement Projects, which will include: Pavement recommendations Utility replacement/repair recommendations based on Public Works maintenance histories and soil corrosivity information Recommendations for speeds and traffic calming measures for Wilds Ridge, McKenna Road and Jeffers Parkway Intersection recommendations at Jeffers Pass and Eagle Creek Parkway (CSAH 21) Feasibility Report text — Executive Summary, Existing Conditions, Proposed Improvements, Special Considerations, Cost Estimate/Financing, and Recommendations . Preparation of the preliminary assessment roll for the 2024 and 2025 Street Improvement Project areas Maps and figures as necessary Project schedule WSB will attend the first neighborhood meeting for the Project as a part of this Feasibility Report. WSB will also prepare materials for, and attend, the City Council meetings in which the Feasibility Report is presented to the City Council and the Improvement Public Hearing is held for the Project as a part of this task. WSB will serve as an extension of City Staff in these meetings, working with members of the public to identify potential areas of concern and incorporating comments received into the final design of the project. WSB will also create a website, an email address and a project hotline for the combined 2024/2025 Street Improvement Projects. WSB will update the website content and monitor all email and project hotline correspondence from the time the projects are initiated (October 2022) through completion of the 2025 improvements (November 2025). Third party website hosting fees will be billed to the City as a pass-through expense. Task 7 – Final Design Project Management Project management includes the development of the project plan through bidding. This task includes the appropriation of necessary staff and resources at all stages of the final design process to achieve project milestones and completion. This includes frequent communication and coordination with City staff and its agents governing all aspects of the project. Proper completion of this task will allow for open lines of communication and routine updates on project issues, as well as keeping the project on schedule and within budget. Design, Specifications, and Plan Preparation WSB will for each project: Complete the design and prepare the project plans consistent with City, ADA, and local regulatory standards. Evaluate storm sewer inspection/maintenance needs identified by City Public Works Staff and provide a recommendation regarding improvements. Facilitate a Utility Coordination Meeting for the project. Prepare the specifications consistent with City, ADA, and local regulatory standards. Calculate project quantities and prepare the project Bid Form. Prepare an Engineer’s Opinion of Probable Cost on the final design. Perform quality control reviews regularly throughout the duration of the design. Attend project meetings with City staff and design team (WSB staff) members as necessary. The cost to advertise the projects will be paid by the City of Prior Lake. The City will submit the Advertisement for Bid to the local paper and WSB will submit the Advertisement for Bid to Finance and Commerce. As-builts WSB will prepare as-builts consistent with the City of Prior Lake standards for utility work associated within each project. Deliverables will include a .pdf version of the as-builts. Task 8 – Final Assessment Roll Using as-bid unit prices, WSB will develop final assessment rolls for both the 2024 and 2025 Street Improvement Projects. WSB will assist with developing the Notice of Assessment Hearing for Publication in the local paper, the letter to residents notifying property owners of the assessment hearing and the presentation for the assessment hearing at the City Council meeting. WSB will attend both assessment hearings as a part of this task and assist the City with its delivery of the presentation as requested. Task 9 – Assisting the City with Construction Management Construction Staking WSB will provide construction staking and survey for construction of the project. WSB assumes one-time staking for all required staking needs. Any re-staking will be billed at a time and materials hourly rate. Construction Contract Administration WSB will provide Contract Administration services through construction of the project and final project closeout. This will include: Preparation of materials for and attendance at the preconstruction meeting for the project. Responding to all contractor requests for information (RFI). Responding to all City requests for information/clarification during construction. Should the City’s needs change, WSB can provide a separate proposal to provide construction observation services for the 2024 or 2025 construction season. Construction Materials Testing WSB will provide the following construction materials testing services for the project: Soil density testing utilizing the nuclear gauge method for utility trenches and/or soil correction areas. o Perform soil sampling proctor evaluations (where applicable) o Perform gradations for reclaimed aggregate, topsoil and bituminous mix. o Perform bituminous density testing o Perform concrete testing for curb and gutter, driveways and sidewalk. Coordination with City inspection staff to determine testing frequency and locations. Communicate verbal testing results to the City inspection staff as soon as results are available. Provide written testing reports to the City within two weeks of testing. Utilize City survey stationing for all testing results. Our budget was developed based on our understanding of the scope and experience with past street improvement projects in the area. We have assumed that the 2024 Street Improvement Project will include mill and overlay improvements with limited utility improvements, and that the 2025 Street Improvement Project will include reclamation of Wilds Parkway with possible storm sewer improvements and other utility maintenance efforts. Our proposal has considered estimated year-over-year increases in our annual fee schedule. We estimate an hourly not to exceed fee of $723,343.00. The proposed scope and fee presented herein represents our complete understanding of the project based on site visits and discussions with City staff.
