CALL TO ORDER Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Burkart, Thompson, Braid and Churchill. Absent: None. Also in attendance was City Manager Wedel, Assistant City Manager Olson, Police Chief Frazer, Commander Duggan, Finance Director Erickson, City Attorney Kendall and City Clerk Simon. 2. Presentation to Retiring City Councilmember Annette Thompson Manager Wedel introduced the history of Council Member Thompson. Mayor Briggs presented Councilor Thompson with an award and proclamation. Recognition of Service- Police Chief Steve Frazer Manager Wedel spoke in recognition of Chief Frazer’s years of service. Meeting adjourned to recess for photos at 7:37 pm. Meeting reconvened at 7:38 pm. 6C. Promotion of New Police Chief William "Liam" Duggan Manager Wedel introduced the promotion of William “Liam” Duggan to Chief of Police. Mayor Briggs presented the Oath of Office to Duggan. Meeting adjourned to recess for photos at 7:46 pm. Meeting reconvened at 7:53 pm. 7. PUBLIC HEARINGS A. Resolution Approving Final 2023 City Budgets and Certifying Final 2023 City of Prior Lake Property Tax Levy to Scott County Department of Taxation Finance Director Cathy Erickson presented the item. Public hearing opened by Braid second by Burkart at 8:08 pm. Patti Dronen, 14840 Oakland Beach Ave SE- Here to express concern about proposed tax increase for 2023. The estimate market value of our house will rise 29.5% over last year and our taxes are due to rise by 14.2%. While I love to think if we decided to sell our house now, it would sell for the value proposed we feel that may have been the case 8 months ago. Public Hearing closed at 8:10 pm by Braid seconded by Churchill. Wedel: Comments on the increase in the estimated property value determination, there is a pro- cess with Scott County Appraisers office to ensure that the value is appropriate and that occurs in the spring. We can provide that contact information. Braid: Other states have caps on how much you can raise your taxes and property value; does the state of Minnesota or Scott County have that? Wedel: There is not a cap. If your property valuation is higher than what the market would support, you can contact the county appraiser to discuss and review. 4 12 05 2022 City Council Meeting Minutes Braid: 5.62% for full time fire, 2.62% for police as part of the levy. Leaves a little over 4% for everything else.
