AGENDA ITEM: Resolution Authorizing the Advertisement for Bids and Authorizing
the Pre -ordering of Equipment- Wilds/Quaker Life Station

RECOMMENDED ACTION:
Adopt a resolution receiving the plans and specifications, authorizing the advertisement for bids,
and authorizing the pre -ordering of equipment for the Wilds and Quaker Lift Station Rehabilitation
Project (CP 2022-24).
BACKGROUND:
The city operates 41 sanitary lift stations that manage the wastewater conveyance into the Met
Council system for treatment at the Shakopee wastewater treatment plant. These lift stations are
inspected weekly, cleaned at least twice annually, and inspected annually by a contracted
professional in an effort to maximize the useful life of the components. The pumps and other
control components are recommended for rehabilitation every 15-20 years.
The Quaker lift station is 46 years old and was last rehabilitated in 2005. The Wilds lift station is
28 years old and has never been rehabilitated. The pumps have all exceeded their expected
useful life, and the control panels are outdated and need to be upgraded in order to continue
providing the level of service that is necessary for our system. This project was originally
scheduled in 2022, however, due to various project delays, it will now be completed in 2023.
At the February 22, 2022 meeting, the City Council authorized a Work Order with Bolton & Menk,
Inc. for the design, bidding administration, and construction administration for this project. Bolton
& Menk has subsequently completed the plans and specifications which have been reviewed by
the City Engineer and are now ready for bidding. The advertisement for bid is proposed for
publication on January 19, 2023 with a bid opening proposed for February 9, 2023. Bids will be
presented to the City Council at the February 22, 2023 City Council meeting.
The following work is proposed at each site:
Wilds
• Replace existing pumps, control panel, piping and valves
• Replace existing wet well and valve vault top slabs and hatches
• Miscellaneous piping and site work, including replacement of existing driveway

Quaker
• Replace existing pumps, piping, manhole and controls
• Install new package lift station in new location with duplex pumps and integrated control
panel
• Install new, smaller diameter forcemain to existing manhole
In order to keep the project on track for completion this year, it is highly recommended to pre -
order the equipment in an effort to minimize any supply chain delays. Below is a list of what is
needed at each lift station:
Wilds
• Pumps $72,000
• Control Panel $43,000
Quaker
• Prefab Grinder Station $25,000
• Control Panel $38,000
Total = $178,000
Staff is seeking Council authorization to pre -order the equipment at this time.
FINANCIAL IMPACT:
The estimated total project cost is $582,500 for both lift stations, which includes the equipment
cost noted above and all engineering and consultant services. This is a planned improvement.
Finance and Public Works reviewed the sewer fund, which has an adequate fund balance to
proceed with this project.
ALTERNATIVES:
Motion and second to adopt a resolution receiving the plans and specifications, authorizing
the advertisement for bids, and authorizing the pre -order of equipment for the Wilds and
Quaker Lift Station Rehabilitation Project (CP 2022-24).

RESOLUTION 23-
A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS, AUTHORIZING THE
ADVERTISEMENT FOR BIDS, AND AUTHORIZING THE PRE -ORDER OF EQUIPMENT FOR
THE WILDS AND QUAKER LIFT STATION REHABILITATION PROJECT (CP 2022-24)

WHEREAS, pursuant to Resolution 22-025, adopted on February 22, 2022, the City's
consultant Bolton & Menk has prepared plans and specifications for the Wilds
and Quaker Lift Station Rehabilitation Project (CP 2022-24); and
WHEREAS, the advertisement for bids is proposed for publication on January 19, 20231
with a bid opening proposed for February 9, 2023; and
WHEREAS, in an effort to minimize potential supply chain delays, staff is seeking
authorization to pre -order the equipment as detailed in the City Council report.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein
2. The plans and specifications, a copy of which is attached hereto and incorporated by
reference herein, are hereby approved.
3. The City Engineer shall prepare and cause to be inserted in the official newspaper of the City
and on QuestCDN an advertisement for bids for the making of the improvement pursuant to
the attached plans and specifications. The advertisement shall be published not less than 10
days prior to the bid opening, shall specify the work to be done, and shall state that the bids
will be received by the City of Prior Lake at 11:00 a.m. on February 9, 2023, at which time the
bids will be publicly read. Bids will then be tabulated and will be considered by the City Council
at the February 22, 2023) City Council meeting. No bids will be considered unless filed before
the deadline through QuestCDN and accompanied by a cash deposit, cashier's check, bid
bond, or certified check payable to the City of Prior Lake in the amount of five (5) percent of
the amount of such a bid.
4. The City reserves the right to reject any and all bids for any reason as determined solely by
the City Council.
5. The City Council herby authorizes the pre -order of the necessary equipment in the amount of
$178, 000 .
