Playground continues to pass safety inspections, however it is over 20 years old, and in need of several repairs. Several elements have been removed in recent years 5 Ponds Park Project Updates 5 Public input solicited from December 2 through December 18 via online collection site ‘Social Pinpoint’ Community was asked to rank concepts, as well as comment on features included in each concept 6 Ponds Park Project Updates 6 Concept 1 was identified as being highly ranked and includes these popular features: Poured-in-place accessible surfacing Shade over play components Central area shade for caregivers Variety of swings Zip-line(s) Musical feature 7 Ponds Park Project Updates 7 8 Ponds Park Project Updates 8 Spring Lake Park Development update 9 9 Evaluating existing City-owned site for development of athletic complex Based on needs identified in 2018 Draft Park & Trail System Master Plan to take pressure off existing athletic complexes 10 10 Potential site concept could include: Construction of high-quality turf fields for soccer, football, lacrosse Construction of hockey rinks and adjacent warming house and storage facility Maximum parking Playgrounds with shelters Concessions and restroom building Pickleball court expansion 11 11 Park Maintenance Boudins Park Playground Hampton St./Candlewood St. trail and steps 12 12 Playground is around 25 years old Aging/failing components 5-10 resident calls regarding the condition of the playground in 2022 13 Boudins Park 13 Boudins Park 14 Estimated cost to replace components is about $10,000 A minimum of 80 hours is likely needed to complete repairs/replacements 14 Boudins Park 15 Option 1: Do nothing. With this option, the playground would remain as-is with no replacement of components. Monthly safety inspections will continue. Option 2: Replace playground components. With this option, it should be noted that the city has 10 - 12 additional playgrounds that are of similar age and condition. (map on next slide) Option 3: Remove playground. With this option, a neighborhood informational process would be facilitated to advise residents of the planned removal of the playground until a future date that funding is programmed for replacement of the playground and associated park upgrades. Option 4: Upgrade the park by purchasing and installing a new playground structure (not currently identified in the 2023-2027 CIP). 15 16 16 Hampton-Candlewood Street Trail 17 The trail and steps between Hampton St. and Candlewood St. have been signed as ‘closed’ for the past two years, due to its deteriorating condition. Steps on the Candlewood side were rebuilt in 2017, now both sides need repair. After consulting the League of MN Cities, it is recommended that if alterations are made, the trail should be constructed to ADA standards (no steps, major grade changes needed). The trail does not connect to any other existing sidewalks or trails in this neighborhood. 17 Hampton-Candlewood Street Trail 18 18 Hampton-Candlewood Street Trail 19 In March 2022, a notice was mailed to residents in the neighborhood (~ 225 addresses), explaining the process the city was undertaking to evaluate the future of the trail segment. 14 responses were received. 5 responses were in favor of removal, 8 in favor of replacement, and 1 was indifferent. The cost to rebuild the trail to ADA standards is estimated to be $110,000. The cost to remove the trail and restore the area to a natural state is estimated to be $23,000 (from Final Grade). 19 Thank you 20
