Background
Staff identified challenges with proposed commercial developments complying with PL’s TC and C-2 Architectural Design Standards
PC meeting, commissioners discussed potential revisions to the TC District and multi-family, commercial, and industrial buildings design standards during meetings and a WS
PC held a public hearing on 1/9/23 and (5-0) recommended Council approval

Section 1142
Removed the Town Center Design Standards from 1142 and relocated to 1144
TC, commercial, industrial, and multi-family standards are now in the same location

Section 1144
Current code includes a combined Multi Family, Commercial and Industrial Standards category
Proposed to amend and include a subsection specific to Multi-Family Design Standards and a separate subsection specific to Commercial, Business Park and Industrial Design Standards
The current section does not include the TC Design Standards, only a reference to them being found in Section 1142
Proposed to now include the TC Design Standards in Section 1144

Multi Family Design Standards
Language has been removed from the Multi-Family Design Standards that does not apply now that commercial and industrial standards are separate
Example: specific roof materials, outside storage areas, and above ground tank and fuel canister regulations
Fiber cement siding was added as an approved building material; no more than 50% of a wall abutting ROW or no more than 75% on walls that do not abut ROW
Architectural accent materials, such as prefinished metal or wood, were added as permitted materials; no more than 25% of any wall
Prohibited exterior materials were added (ex. plywood, reflective or mirrored glass, aluminum siding and vinyl siding)
A color section was added to require subtle, neutral, muted building colors
Bright or primary colors only to be used as accents (max. of 10% of building facades)

Commercial, Business Park, and Industrial Design Standards

Town Center Design Standards
Current ordinance requires a minimum of 80% of facades abutting public ROW to be brick, stone, or glass, while a max. of 20% of facades can be accent materials
80% / 20% requirement is proposed to remain for Main Ave. & Dakota St. only
Provide greater flexibility with building materials in other areas of the TC district
For TC buildings with frontage on Main Avenue or Dakota Street:
Min. of 80% of facades abutting ROW shall be brick, stone, or glass
Additional building materials have been identified in this section
Max. of 20% of facades abutting ROW right of way may be constructed of stucco or EIFS synthetic stucco, architectural concrete precast panels, fiber cement siding, or color impregnated
decorative block
Side or rear façades not abutting public ROW shall have a minimum of 60% of the principal materials and may have a maximum of 40% of accent materials

For TC district buildings without frontage on Main Avenue or Dakota Street:
Min. of 50% of facades abutting public ROW shall be constructed of brick, stone, or glass
New materials - max. of 50% of facades abutting ROW may be constructed of stucco or EIFS synthetic stucco, architectural concrete precast panels, fiber cement siding, or color impregnated
decorative block
Max. of 25% of all facades may be constructed of prefinished metal or wood
Side or rear façades not abutting public ROW shall have a minimum of 35% of the principal materials and may have a maximum of 65% of accent materials
Additional prohibited building materials added
Added requirement for a minimum of two design elements
Examples: contrasting, yet complementary exterior building colors, accent materials, or material textures; 25% window coverage; combination of horizontal and vertical design features; accented
front entry; varying roof line; varying wall depths and shapes

Policy for Amendments
Subsection 1153.209 (Policy for Amendments) of the Zoning Code states recommendations of the PC and final determinations of the CC shall be supported by findings addressing the relationship
of the proposed amendment to the following policies:
In the case of amendments to the text of the Zoning Code:
There is a public need for the amendment, or
The amendment will accomplish one or more of the purposes of the Zoning Code, the Comprehensive Plan or other adopted plans or policies of the City, or
The adoption of the amendment is consistent with State and/or federal requirements.

Policy for Amendments
The proposed amendments help accomplish several purposes of the Zoning Code, including:
Maintain stability of business and industrial areas of the community
Promote appropriate and orderly development of the business and industrial areas
Enhance the aesthetic character and appearance of the City
Provide effective administration and amendments of the Zoning Code
A continuing system of review of the Zoning Code to ensure it will be amended to meet the changing needs of the community
The proposed amendments also help achieve the following objectives identified in the Desirable and Sustainable Development Goal of the City’s 2040 Vision and Strategic Plan:
Intentional land use planning that facilitates commercial development for an expanded tax base
Preserve and enhance Prior Lake’s small-town feel
Explore ways to encourage downtown as a vibrant destination

Recommendation
Motion and a second to approve an ordinance amending Section 1142 and Section 1144 of Prior Lake City Code, and approval of a resolution adopting the summary of ordinance and ordering
the publication of said summary
