A planning analysis was authorized in 2022 to further review alignment options and estimated costs, and to evaluate potential funding sources for the future construction of this trail system. As outlined in the attached progress memorandum from WSB, two alignment options have been evaluated with updated cost estimates, and a proposed decision matrix has been developed. Staff and WSB will provide Council an update on the proposed alignments, estimated costs, and decision matrix. Following Council feedback on this information, next steps will include the evaluation and compilation of potential funding sources and public informational meetings as appropriate. Executive Summary In 2020, as a part of the City’s 2040 Park and Trail System Plan, the City evaluated the costs associated with extending a 10-foot bituminous trail along the west side of TH 13 from CSAH 42 to the City’s Downtown, at the terminus of the existing trail just north of CSAH 21 (Eagle Creek Avenue). The 2020 estimate assumed construction of the trail would take place within the existing TH 13 ROW and that all existing aerial utilities would remain in-place, necessitating grading and retaining wall construction in order to construct the trail. In 2020, the total project costs to construct this 2.9-mile segment of the TH 13 trail were estimated at $9.19 M. In 2022, the City began work on the Trunk Highway 13 Trail Planning Analysis. The purpose of the study was to: • Identify alternative trail alignment alternatives, and develop a decision matrix for reviewing the alignment options, and • To update construction cost estimates for revised and/or alternative alignments. As the original construction costs estimate for the roadside trail option along TH 13 were quite large, alternative alignments that could make use of existing local roadway sidewalks and on- street trails were to be evaluated as a part of this study. In addition, the City began discussions with MnDOT regarding the potential to partner with that agency to jointly deliver the project and coordinate utility relocation within the TH 13 right-of-way. Thus, two alignment alternatives are currently being evaluated – and construction costs have been updated for each of the alignment options. • Option 1 – Includes a Roadside Trail & Wetland Boardwalk o This option reflects a roadside trail between CASH 42 and CSAH 21 (Eagle Creek Avenue) within the TH 13 right-of-way. Between Boudin Street and Rustic Road, a boardwalk is included in the estimated project costs over the wetland areas adjacent to TH 13. • Option 2 – Includes a Roadside Trail, Wetland Boardwalk & Directed Route o This option also reflects a roadside trail between CASH 42 and CSAH 21 (Eagle Creek Avenue) along the majority of TH 13, except that between Fish Point Road and the entrance to Lakefront Park at CSAH 44 (160th Street), trail users will be directed to a series of on-street trails and existing sidewalks that would re-connect users to a trail system within the TH 13 right-of-way south of the entrance to Mr. Andy Brotzler February 5, 2023 Page 2 K:\020127-000\Admin\Matrix Memo\020127-000_DRAFT Trunk HWY 13 Trail Design Matrix Memo.docx Lakefront Park. Between Boudin Street and Rustic Road, a boardwalk is included in the estimated project costs over the wetland areas adjacent to TH 13. Both cost estimates have been updated from the original cost estimate prepared in 2020 to reflect coordination with MnDOT to relocate aerial utilities in-conflict with proposed trail improvements. This will allow for construction of the trail within the graded benches that parallel portions of TH 13 that are currently occupied by aerial utility poles. The two alternatives were evaluated by creating two proposed trail alignment s and assessing different feasibility criteria including cost, private property impacts, practicality, wayfinding, safety, retaining wall needs, Americans with Disabilities Act (ADA) compliance, easement needs, permitting and construction duration/constructability. These different criteria were placed into a decision matrix and compared side by side with the pros and cons of each alternative discussed within the matrix. A summary of the matrix scores and total project costs are shown below: Option Description Opinion of Probable Cost Decision Matrix Score Option 1 – Roadside Trail & Wetland Boardwalk Provides a 10-foot separated pedestrian trail that traverses down on the west side of Trunk Highway 13. A section of the trail exists as boardwalk through a wetland area. Portions of the trail do not meet ADA requirements. $4.47 M 35 *Note: A lower overall weighted total represents a more desirable option. Table 1.1: Trail Option Comparison The complete decision matrix can be found in Appendix A. The costs associated with easement acquisition (temporary or permanent) or right of entry documents are also not reported in this estimate. It should also be noted that the City is currently working with MnDOT to evaluate the feasibility of replacing the boardwalk component of the trail extension between Boudin Street and Rustic Road with a widened TH 13 pavement section through this portion of roadway. The City and MnDOT continue to evaluate each agency’s maintenance needs associated with a barrier separated trail to determine the total pavement section and grading impacts, and updated construction costs will be presented in the near future. Options The City’s goal is to provide a 10’-0” seperated pedestrian trail that connects existing trail segments at CSAH 42 and CSAH 21 (Eagle Creek Avenue). Two alternatives are currently being evaluated, and each alternative possesses its own unique benefits and challenges. Exhibits detailing the two allignment options are presented in Appendix B. An Opinion of Probable Cost for each alternative is presented in Appendix C. 3.1. Option 1 – Roadside & Wetland Boardwalk Option Option 1, consisting of well-structured trails within the TH 13 right-of-way, will run along the west side of TH 13 from CSAH 42 to the City’s Downtown. A wetland boardwalk is proposed along the northerly portion of the project between Boudin Street and Rustic Road. Beginning at Fish Point Road and continuing south to Dakota Street, retaining walls needed along sections of the trail. The southerly portion of the project proposes concrete sidewalk. Guard rail will be placed where the road sits higher than the trail for added safety. Impacts to private properties will be kept at a minimum with this option, as the trail is primarily located within MnDOT’s right-of-way. The entire length of the trail and pedestrain ramps are ADA compliant. Option 1 Advantages: Impacts related to excavation and disturbance of land for the trail will be kept to a minimum. Practicality and wayfinding with this Option is reasonable and clear. The entire length of the trail is ADA compliant. Option 1 Disadvantages: The estimated cost for Option 1 is $2.75 million more than Option 2. Option 1 will also take longer to construct when compared to Option 2 due to the fact that more retaining walls and bituminous trails are proposed to be built. 3.2. Option 2 – Roadside, Wetland Boardwalk & Directed Route Option Option 2, consisting of well-structured trails on the northerly portion of the project, will run along the west side of Trunk Highway 13. A wetland board walk is proposed along the northerly portion of the project between Boudin Street and Rustic Road. Directed routes are proposed along residential streets beginning at Fish Point Road and continuing south to CSAH 44 (160th Street). Sections of the directed route will have bituminous trails and retaining walls. The southerly portion of the project proposes concrete sidewalk. Guard rail will be placed where the road sits higher than the trail for added safety. Impacts to private properties will be significant through this option. Sections of Option 2 will not be ADA compliant. Option 2 Advantages: The estimated project costs for Option 2 is $2.75 million less than Option 1. Option 2 will have have a slightly shorter construction duration when compared to Option 1 due to the fact that there are fewer proposed retaining walls and bituminous trails. Option 2 Disadvantages: Impacts to private properties will be significant through this option. A segment of the trail is routed through private properties, with retaining walls and bituminous trails proposed to be built through the private properties. Wayfinding via the structured trails, on-street trails and residential sidewalks will make it more difficult for its users to navigate. Large segments of the on-street trail will be shared between pedestrians/bikers and vehicles, making this option less desireable from a safety standpoint. Large portions of the existing sidewalks and on-street trail grades will not be ADA compliant. Work associated with the proposed trail, retaining walls, and boardwalk will require a right-of-way permit from MnDOT and temporary and permanent easements from private properties. Next Steps Following comment from the City Council regarding these two options and further discussions with MnDOT regarding on-street barrier-separated trails in lieu of boardwalk alternatives between Boudin Street and Rustic Road, Staff and WSB will reconvene with the City Council to provide updated cost estimates, outline possible funding solutions and develop plans to seek public input regarding the two trail alignment options. The proposed bituminous trails and retaining walls through the private properties are not feasible. Wayfinding 4 5 = harder navigation 1 = easier navigation 1 This option proposes well-structured paths with well laid out orientation cues for its users.5 This option proposes well structured paths in segments 1 and 2 along with well laid-out orientation cues for its users. Segment 3 of the trail will be routed through a residential neighborhood, with fair orientation cues. Nature of the combined structured paths and residential sidewalks makes it more difficult for its users to navigate. Safety 5 5 = less safe 1 = more safe 1 This option proposes a well structured trail. Guard rail will be placed on the sections where the road sits higher than the trail. This option is the safest for its users. 3 This option proposes structured trails on most, but not all segments of the project. Large segments of on-street trails are shared between pedestrians/bikers and vehicles. Guard rail will be placed on the sections where the road sits higher than the trail. This options is less safe for its users. Retaining Wall Needs 3 5 = more walls 1 = less walls 4 This option will have a significant retaining walls. Segment 3 has the majority of the proposed retaining walls. This option proposes 18,254 square feet of retaining wall. 2 Segmentx 1 and 2, proposes the same amount of retaining walls as Option 1. Segment 3 is routed through residential nehgborhoods, greatly reducing the need for retaining walls. This option proposes 4,475 square feet of retaining wall. ADA Compliance 5 5 = less compliant 1 = more compliant 1 This option proposes well -tructured trails and pedestrain ramps that are ADA compliant throughout the length of the trail.4 This option proposes segments 1 and 2 as ADA compliant. Segment 3 includes large portions of existing sidewalks and street grades that are not ADA compliant. ROW/Easement Needs 3 5 = more needs 1 = fewer needs 1 Work associated with the proposed trail, retaining walsl and boardwalk will require a right-of-way permit from MnDOT and some temporary easements from private properties for grading purposes. 4 Work associated with the proposed trail, retaining walls and boardwalk will require a right-of-way permit from MnDOT, as well as temporary and permanent easements from private properties. Construction Duration 1 5 = longer duration 1 = shorter duration 5 The construction associated with this option will have the longest duration when compared to Option 2 due to the fact that more retaining walls and bituminous trails are proposed to be built. 4 The construction associated with this option will have have a slightly shorter duration when compared to Option 1 due to the fact that there are less proposed retaining walls and bituminous trails. Note: A lower weighted total represents a more desirable option. Easement/ROW costs are not yet incorporated in the cost estimates.
