CALL TO ORDER Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Braid, Burkart, Churchill and Lake. Absent: None. Also in attendance was City Manager Wedel, City Attorney Kendall, Police Chief Duggan, Planner Matzke and City Clerk Simon. 3. PUBLIC FORUM Dean Swanson, 14080 Hidden View Road: Reviewing the agenda and did not see any new infor- mation regarding the County Road 42 re-entry house, and there continues to be some questions. Is there any official response to the memorandum of understanding from Scott County based upon the letter that Prior Lake sent them regarding the concessions on the reentry house? Also has there been any discussions on Police visibility in this area. Currently we don’t see much of any police traffic as its not needed. As an update, the first house in the area has gone up for sale, so the fear and stress continues regarding this house. Wedel: The city council did provide a formal response to the county based off their last letter. Verbal discussions and agreements have been made in regard to working on a memorandum of under- standing together, which is currently in the process. At the previous council meeting there was a request by the citizens on the community committee composition being increased and the county agreed to go from 2 to 4 neighborhood representatives. Regarding increased police visibility, we did discuss that the county and law enforcement will be in discussion about surveilling the neigh- borhood as needed. They were anticipating residents actually living in the house by mid-April. Will work with the county on law enforcement presence in that area as needed. 4. Approval of a Major Amendment to the Jeffers Pond Planned Unit Development (PUD) Plan for Jeffers Apartment Planner Matzke presented the item to the Council. Braid: This amendment has been a work in progress for some time. I recall following this topic with the EDA to ensure we kept the commercial component to diversify our tax base. Thank you for continuing to make sure that these changes happen. Briggs: This is one that the Council is pretty clear on to ensure that the commercial growth did occur. Thank you to the developer to seeing this vision through.
