A stipulation as part of the installation was the City is responsible for future maintenance needs for the pervious paver system. During recent routine inspection of the paver system, it was noticed the pavers were not effectively infiltrating runoff, with standing water observed in several locations along the system. In addition, portions of the pavers have deteriorated or broken throughout the system. The City has requested AE2S develop options to replace the paver system with more traditional pavement materials. The system was installed as additional stormwater treatment beyond what was needed for the site, so it is not necessary to meet stormwater treatment requirements for the development. 4719 Park Nicollet Ave SE Village Commerce Building Technical Memorandum Re: Village Commerce Building Pervious Paver Evaluation 02004-2021-001 Page 2 of 4 Think Big. Go Beyond. www.ae2s.com Existing Conditions & Project Understanding: The parking lot surface is currently surfaced with bituminous pavement, the pervious brick pavers and a concrete ribbon curb separating the bituminous pavement from the pavers. The brick paver section is bordered by a traditional B612 curb and gutter to direct stormwater to the catch basins. AE2S traveled to the site on August 12, 2021 to take photographs of the site and to review the drainage problems. During the site visit a digital smart level was used to determine the slope from ribbon curb, across the pavers, to the flange of the B612 gutter. It was discovered that each catch basin was higher in elevation than the gutter adjacent to it preventing stormwater to enter the catch basin. Additionally, there are a couple locations where the gutter was higher than brick pavers, preventing storm water from being directed into the catch basins. Figure 2 below illustrates a portion of the drainage problems of the parking lot. Further detail of the site investigation is in Appendix A. Go Beyond. www.ae2s.com Design Options: After reviewing the data collected in the field; four options were created to address the drainage problems. These options are outlined below and illustrated in Appendix B. Option #1 – Full Width Bituminous Pavement Replacement (Pavers & Ribbon Curb) Remove ribbon curb and brick pavers Adjust elevation of three existing catch basin inlets and adjacent curb and gutter. Construct 5-foot-wide bituminous pavement section Option #2 – Concrete Pavement Replacement (Pavers & Ribbon Curb) Remove ribbon curb and brick pavers Adjust elevation of three existing catch basin inlets and adjacent curb and gutter. Construct 5-foot-wide concrete pavement section Option #3 – Narrow Bituminous Pavement Replacement (Pavers Only) Remove brick pavers and select B612 curb and gutter Adjust elevation of three existing catch basin inlets and adjacent curb and gutter. Construct 3.33-foot-wide bituminous pavement section Replace elevated curb & gutter sections Option #4 – Pervious Paver Replacement (Pavers Only) Salvage and reinstall brick pavers and rock bedding Adjust elevation of three existing catch basin inlets and adjacent curb and gutter. Remove and replace select elevated curb & gutter sections Each option listed above will create proper stormwater conveyance. However, maintenance of the parking lot should also be considered while evaluating the improvement options. Options 1- 3 will not require additional maintenance. Option 4 will require routine maintenance of the pavers to allow for infiltration of stormwater. Also, pavers can be displaced or broken during snow removal operations which can reduce the infiltration capacity of the system. Replacement Options Estimated Construction Cost Option #1 $18,000.00 Option #2 $39,200.00 Option #3 $12,800.00 Option #4 $12,700.00 Recommended Option It is the recommendation of AE2S to select design Option #1 to fix the drainage issues at the Village Commerce Parking Lot. Option #1 is a long-term low maintenance improvement that will create a uniform pavement structure that matches the existing parking lot. A uniform pavement structure will reduce the chance of differential settlement and future drainage problems. Although Option #4 is cheaper than Option #1; it will require routine maintenance and will need to be replaced years before an impervious pavement. 02004-2021-001 Think Big. RECITALS A. The City and Village Commerce Building, LLC entered into a Development Contract dated August 7, 2006 and recorded September 26, 2006, as Scott County Document No. T179668 (“Development Contract”). The Development Contract set forth the terms and conditions for the development of property located in the City of Prior Lake legally described as Lot 1, Block 1, Village Commerce Addition, Scott County, Minnesota with an address of 4719 Park Nicollet Ave SE, Prior Lake, MN 55372 (the "Property"); B. The City and Developer have agreed to this MOU to memorialize the parties’ agreement to release the City from all obligations related to the Property, and remove the Property’s failed water drainage system; NOW, THEREFORE, THE PARTIES AGREE AS FOLLOWS: 1. The drainage system installed on the Property referenced in Section 14.B. of the Development Contract must be removed as it is no longer effective due to deterioration of the pavers and tiles, which constitute the drainage system. The City shall, at its own cost, remove said drainage system at the City’s cost by __________, 2023. 2. Following the removal of the drainage system, the City shall, at its own cost, install standard pavement and sealcoating at the infiltration area of the failed drainage system as contemplated in the Development Contract. The City, at its own cost, shall install pavement and sealcoating over the infiltration area at the City’s cost by __________, 2023. 3. After these tasks are completed, the City shall have no further maintenance or repair obligations with respect to the Property and the City shall be released from all obligations with respect to the Property under the terms of the Development Contract. 4. City shall record Release of the Development Contract with respect to the Property.
