Plat for Spring Lake Ridge
RECOMMENDED ACTION:
Approve a Resolution approving an extension of the deadline for recording a final plat for Spring
Lake Ridge.
BACKGROUND:
In June 2019 a concept plan was submitted to the City to subdivide a property west of Spring
Lake into 99 single-family residential lots. After considering several concept plans, a preliminary
plat and preliminary planned unit development (PUD) was approved on March 2, 2020.
Following approval of the prelimiary plat and preliminary PUD plan, the City Council approved
four requests for an extension of time to submit the final plat. The City Council approved
Resolution 22-078 approving the final plat for the first phase of Spring Lake Ridge on June 6,
2022. The first phase approved the development of 60 of the total 99 single-family residential lots.
As a condition of approval of Resolution 22-078, the plat was required to be recorded by
September 6, 2022. Subsection 1002 of the Subdivision Ordinance states the resolution shall be
considered null and void if not recorded within the prescribed time unless a request for a time
extension is submitted in writing and approved by the City Council prior to the expiration date. On
September 6, 2022, the City Council approved Resolution 22-106 extending the recording
deadline for the final plat until March 30, 2023.
On March 9, 2023, City staff received a request from the developer, DR Horton Inc., and current
property owners, Wink Properties LLC and Hafers Holdings LLC, for a three-month extension to
record the final plat (by June 30, 2023).
The original developer who received preliminary plat and preliminary PUD approval in March 2020
was Winkler Land Company. Winkler Land Company then sold the development to DR Horton
Inc., who received approval of the final plat in June 2022. DR Horton has indicated they do not
intend to pursue this development, so they, along with the two property owners, are requesting
additional time to secure a third development company to complete the project.
Issues
The final plat identifies a minor collector street, Spring View Drive, as a north/south collector for
this neighborhood. There are 16 total driveways proposed on the preliminary plan, 12 of which
are proposed for phase I construction. Spring View Drive is also only proposed to be constructed
to the southern boundary of the phase I residential lots, which will leave approximately 1, 150
lineal feet of the minor collector that would not be constructed to the next property to the south
and would be dependent upon approval and construction of a future phase of development.

This action has no direct financial impact; however, the implementation of the development plan
will result in the opportunity for additional housing units within the City.
ALTERNATIVES:
1.Motion and a second, as part of the consent agenda, approving a resolution approving an
extension of the deadline for recording a final plat for Spring Lake Ridge.
2.Remove this item from the consent agenda for additional discussion.
