CITY COUNCIL MEETING MINUTES
March 6, 2023
1. CALL TO ORDER
Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Braid, Burkart,
Churchill and Lake. Absent: None. Also in attendance was City Manager Wedel, City Attorney
Kendall, Police Chief Duggan and City Clerk Simon.
MAYOR FOR A DAY PRESENTATION
Cole Howley, Twin Oaks Middle School- 6th Grade.
Mayor Briggs presented Cole Howley as Mayor for a day.
2. PUBLIC FORUM
Cassandra Johnson, 14104 Hidden View Road NE: Here again tonight to discuss the County
Road 42 reentry house. First, thank you to all the officer and first responders here tonight. I urge
you to pause and reflect once again. Couple of questions for you to think about; Why did you run
for city council? What qualities did you think you had or others told you that you had that would
make you a good member of the city council to represent us as the community? Now really pause
and reflect. Have your personal opinions, your actions, your communications since October
regarding the 42 reentry house- how do they align? Have you represented us as the community?
Have you listened? It is a sad reminder when I have to remind you that you represent us, those
impacted. And yet I stand here again tonight, saddened and frustrated with both the county and the
council for truly not feeling like we have been heard and listened to on our best interest. I urge you
to pause and reflect on why you became a good leader and a good city council member and truly
represent us. You have put countless hours and thoughts into this, and I guarantee we have 100
times more.
Bill Mercer, Executive Director of the Scott County Historical Society: Its wonderful that Mayor
Howley is here and what he said in his essay because that is what a historical society does. It talks
about the traditions of the community. It looks to the diversity of all the people there. It helps our
population and community acknowledge the past, embrace the present and get ready for the future.
As the new Executive Director, that is what we are going to be doing. As you may know, most
communities here in Scott County have their own historical society or arts committee. We will be
working with each and every one of them to make sure we fully represent the entire community.
Also a reminder that museums and historical societies are two things, beyond just the structure of
the content we are a quality of life issue. We are an educational issue as well. We can do certain
things that draw people and help people take pride in their community as well as being an economic
stimulus because studies have showed that every dollar spent in an institution like that, it
recirculates in the local community three to four times. Just because we are the Scott County

historical society, we are actually not part of the county administration. We are a 501c3. Looking
forward to working with everyone.
