Proposal for Construction Phase Services
CSAH 21 and CR 87/Revere Way Intersection Improvements
KIMLEY HORN & ASSOCIATES, INCORPORATED
This work order (“Work Order”) is issued on this 3rd day of April, 2023 by the City of Prior Lake
(“City”) pursuant to the Public Works Consultant Pool – Master Agreement dated April 6, 2020
(“Contract”) between the City and Kimley Horn & Associates, Incorporated (“Consultant”).
Based on the mutual promises and covenants set forth herein, the sufficiency of which are hereby
acknowledged, the City and Consultant agree as follows:
1.Scope of Work Order. Consultant agrees to provide, perform and complete all the services
requested by the City in this Work Order and attached Exhibit 1 (“Work”), which Work shall be
subject to the terms and conditions of this Work Order and the Contract.
2.Term of Work Order. All Work requested by this Work Order shall be completed in
accordance with the project schedule established by the City Engineer.
3.Compensation for Work Order. City agrees to pay the Consultant an estimated sum of
$67,400 as full and complete payment for the Work requested by this Work Order.
4.Consultant Representative. Consultant has designated Chadd Larson, P.E. to manage the
Work Order subject to the supervision of Consultant’s representative.

RE:Proposal for Construction Phase Services
CSAH 21 and CR 87/Revere Way Intersection Improvements
Dear Mr. Monserud,
Kimley-Horn and Associates, Inc. (“Kimley-Horn”) is pleased to submit this letter proposal (“Proposal”)
to the City of Prior Lake (“City”) for construction phase services for the CSAH 21 and CR 87/Revere
Way Intersection Improvements. Our project understanding, scope of services, schedule, and fee are
detailed below.
PROJECT UNDERSTANDING
In 2019, Scott County completed a traffic study that analyzed the CR 87/Revere Way and 170 th Street
intersections along CSAH 21. As a part of the traffic study, several intersection concepts were
developed and reviewed by Scott County and City staff. The City completed final design of the
preferred intersection alternative in 2022. The proposed improvements include the following:
· Reconstruction of approximately 3,000 feet of CSAH 21.
· Turn lane and concrete median improvements along CSAH 21.
· Re-alignment of the 170th Street intersection with CR 87/Revere Way and conversion of the
intersection to a ¾ access intersection.
· Reconstruction of approximately 900 feet of 170th Street and construction of approximately
350 feet of new roadway to intersect with CSAH 21 at CR 87/Revere Way.
· Mill and overlay of approximately 5,000 feet of CR 87.
· Trail improvements along the south side of CSAH 21.
· Drainage and storm sewer improvements including the construction of a storm water pond.
· Extension of water main and sanitary sewer through the project area.
The project was bid on February 2, 2023. The City has requested that Kimley-Horn provide
construction administration and observation services to support construction of the project in 2023.
SCOPE OF SERVICES
Our proposed scope of services for the project is detailed below based on our understanding of the
needs of the City.
Kimley-Horn will provide construction administration services for the project as detailed below. For
the purposes of this proposal, we have assumed the following construction schedule:

Construction Begins April 24, 2023
Construction Complete November 10, 2023
Total number of weeks of construction – 29 weeks.
TASK 1 – CONSTRUCTION PHASE SERVICES
1.1 Construction Administration
Construction administration tasks will include the following:
· We will provide overall project management for the duration of the 29-week construction
schedule.
· We will provide a part-time construction project engineer for the duration of the project
construction. The construction project engineer duties will include the following:
o Attend and facilitate the pre-construction meeting
o Attend and facilitate up to (29) weekly construction meetings
o Review extra work requests and assist City staff in preparing change order
documentation
o Assist City staff in the preparation of partial payment applications
o Coordinate with agencies during construction
· We will provide design team support including answering questions during construction and the
preparation of any plan revisions. We have assumed 40 hours of effort for design team support.
· We will coordinate the review of contractor submittals during the project construction. We have
assumed the following shop drawings/submittals will need to be reviewed.
o Storm Sewer Structures
o Bituminous
o Concrete Mix Designs
o Traffic Control
· Upon completion of the project, we will prepare as-built drawings. We have assumed 40 hours of
effort for as-built preparation.
· We will assist City staff with final project closeout.
We have assumed construction staking and material testing will be provided under separate contracts
with the City and construction inspection will be performed by the City and County staff.
SERVICES NOT INCLUDED
The scope of services included in this Proposal does not include any of the following:
l Construction Inspection
l Construction staking
l Construction material testing
SCHEDULE
We will provide the Scope of Services identified above based on the assumed construction schedule
as indicated below.

Preconstruction Activities February-April 2023
Construction Start April 24, 2023
Construction Complete November 10, 2023
As-built Completion January 31, 2024
FEE AND BILLING
Kimley-Horn will provide the scope of services identified in this Proposal on an hourly labor fee plus
expense basis. The following is a summary of the estimated fees and expenses for the tasks
identified in the scope of services.

A detailed spreadsheet identifying the estimated hours and costs for each task is attached for your
information. Labor fee will be billed according to our current standard hourly rate schedule. Fees will
be invoiced monthly based on the actual services performed and expenses incurred.
If you concur with all the foregoing and wish to direct us to proceed with the services, it is our
understanding that the City will prepare a work order for our review and execution. This Proposal will
serve as the scope or services, estimated cost, and schedule to be included in the work order. Fees
and times stated in this Proposal are valid for sixty (60) days after the date of this letter.

hereby acknowledged, the City and Consultant agree as follows:
1. Scope of Work Order. Consultant agrees to provide, perform and complete all the services
requested by the City in this Work Order and attached Exhibit 1 (“Work”), which Work shall
be subject to the terms and conditions of this Work Order and the Contract.
2. Term of Work Order. All Work requested by this Work Order shall be completed in
accordance with the project schedule established by the City Engineer.
3. Compensation for Work Order. City agrees to pay the Consultant an amount not to
exceed $84,500 as full and complete payment for the Work requested by this Work Order.
4. Consultant Representative. Consultant has designated Monica Heil to manage the Work
Order subject to the supervision of Consultant’s representative.
