CALL TO ORDER Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Braid, Burkart and Churchill. Absent: Lake. Also in attendance was City Manager Wedel, City Attorney Kendall, Police Commander Adelman, Executive Assistant Schroeder, Assistant City Engineer Monserud, Planner Matzke and Public Works Director Brotzler. MAYOR FOR A DAY PRESENTATION Olivia Taylor, 5th Grade- Five Hawks Elementary School. Mayor Briggs presented Olivia Taylor as Mayor for a day. 2. PUBLIC FORUM No members of the public spoke. 3. Legislator Updates from Senator Pratt and Representative Bakeberg CANCELLED 7. PUBLIC HEARINGS A. Resolution Adopting of the Assessment Roll for the Fish Point Phase 2 Improvement Pro- ject (CP 2023-02) Assistant City Engineer Monserud presented the item to the Council. Burkart: Thanked staff for their work. Former Councilor Thompson and himself served on the as- sessment committee which was almost 3 years ago. Staff was proactive to prove the benefit and utilize resources we have available to us. Project was managed well from start to finish. Churchill: Asked why the assessment is different for Twin Oaks and Hidden Oaks. Monserud: Stated the Hidden Oaks middle school is the higher rate. Noted this was around the time additions were being put on the schools. Braid: Thanked staff and WSB for their work. It was a project that Council has wrestled with and the state aid component has been difficult to navigate as well as the engineering component. Resolution Approving a Preliminary Plat for Prior Lake Revival II Planner Matzke introduced the item to the Council. Burkart: Thanked the investment group for Revival 1 and Revival 2. These investments in our community are a gift and help our community go forward. Revival 1 is high value and attractive unit; this second property looks to be the same. Glad to see additional parking, pointing out snow removal fills 10 parking spots. These locations are along the regional trail, propose a spur sidewalk coming off of the trail between the buildings with a concrete slab for a bike rack would be a nice fit. Matzke: That is something staff can discuss with the investor.
