Slip Placement
RECOMMENDED ACTION:
Approval of a request to allow placement of all 36 slips in the Island View First Addition
Homeowners Association on Upper Prior Lake in 2023.
BACKGROUND:
Island View 1st Addition Homeowners Association, Inc. (HOA) received the attached Minnesota
Department of Natural Resources (DNR) permit to construct a 36-slip dock in Crystal Bay (Outlot
A) measuring 150 feet lakeward of 125 feet of shoreline; or if access to Crystal Bay is restricted
by low water, to place the 36-slip dock on Upper Prior Lake (Outlot B), extending 165 feet
lakeward of 125 feet of shoreline; as shown on the attached plans dated January 4, 1989. The
DNR permit further states the docking facilities may be split equally between the two lots, provided
the 18-slip docks do not extend any further lakeward than authorized.
Current Circumstances
City staff was contacted by representatives of the Island View 1st Addition HOA who were
concerned about low water levels this year and are seeking approval to install all 36 allowed slips
on the Upper Prior Lake side of the association property in 2023.
Prior Lake was at an elevation of 899.11 feet as of April 6, 2023. This is slightly up from an
elevation of 898.35 feet last November. Prior Lake City Staff and Prior Lake Spring Lake
Watershed District staff do anticipate lake levels will rise due to the heavy amount of snow
received over the winter.
HOA representatives are aware of the potential for lake levels to rise over the course of the spring
and summer; however, they would like to have City Council approval to install all slips on Upper
Prior Lake for the 2023 boating season in the event water levels do not rise sufficiently prior to
docks being installed in mid- to late April. In the event water levels rise due to the large amount
of snowfall received this past winter, the HOA will install boat slips both within Crystal Bay and on
Upper Prior Lake as they have in previous years.
Conclusion
The DNR has provided authorization to place all 36 slips on Upper Prior Lake in previous years;
however, management of HOA controlled access lots is now the responsibility of individual cities
as the DNR no longer administers this type of permit. In 2022, the Prior Lake City Council
approved a request to place all boat slips on Upper Prior Lake; however, the Island View HOA
decided to place slips both within Crystal Bay and on Upper Prior Lake in 2022.

If City Council approval is granted for the Island View 1st Addition HOA to place all 36 slips on
Upper Prior Lake, the HOA would request that the slips be permitted for the entire year to avoid
the cost of removing and relocating the docks in Crystal Bay.
FINANCIAL IMPACT:
No financial impact is anticipated due to this request.
ALTERNATIVES:
1. Motion and second, as part of the consent agenda, authorizing the Island View 1st
Addition HOA to place all 36 dock slips on Outlot B, Island View 1st Addition along the
shores of Upper Prior Lake in 2023.
2. Remove this item from the consent agenda for additional discussion.
