CALL TO ORDER Chair Prchal called the meeting to order at 4:01 p.m. In attendance were Prchal, Boucher-Hoese, Braid, and Marco. Briggs arrived at 4:02 p.m. Also present were Executive Director Wedel, staff Liaison McCabe, and Administrative Assistant Jess Erickson. 2. APPROVAL OF AGENDA MOTION BY BRAID, SECONDED BY BOUCHER-HOESE TO APPROVE THE AGENDA. Ayes by Prchal, Braid, Marco, and Boucher-Hoese. The motion carried 4-0. 3. APPROVAL OF MEETING MINUTES MOTION BY BOUCHER-HOESE, SECONDED BY MARCO TO APPROVE THE FEBRUARY 13, 2023, MEETING MINUTES. Ayes by Prchal, Marco, and Boucher-Hoese. The motion carried 3-0-1 with Braid abstaining. 4. CONSENT AGENDA A. Monthly Development Update (02/28/2022) MOTION BY MARCO, SECONDED BY BRAID TO APPROVE THE CONSENT AGENDA. Ayes by Prchal, Briggs, Braid, Marco, and Boucher-Hoese. The motion carried 5-0. 5. REMOVED CONSENT AGENDA ITEMS None 6. PRESENTATIONS None 7. OLD BUSINESS None 8. NEW BUSINESS A. Approve 2023 Prior Lake Community Artist Contract MCCABE provided an overview of the 2023 Prior Lake Community Artist contract and the process to select the community artist. The Arts & Culture Committee is recommending the EDA enter into a contract with Jacqui Rosenbush as the 2023 Prior Lake Community Artist. MOTION BY BOUCHER-HOESE, SECONDED BY BRIGGS TO APPROVE THE CONTRACT FOR THE 2023 PRIOR LAKE COMMUNITY ARTIST. Ayes by Prchal, Briggs, Braid, Marco, and Boucher-Hoese. The motion carried 5-0. B. Dakota Street Redevelopment Updates MCCABE provided an update of the mixed-use redevelopment project at 4662-4666 Dakota Street SE. i. Deed transferring ownership of north 100 ft. of Lots 2 and 3, City Hall Plaza from City to EDA MCCABE informed EDA commissioners that the City Council transferred the north 100 ft. of Lots 2 and 3, City Hall Plaza to the EDA at their last meeting. The entirety of Lots 2 and 3 are now owned by the EDA. ii. Redevelopment Schedule of Events MCCABE told the EDA that a schedule of events has been drafted to identify necessary steps prior to an early fall construction start, including review of a revised Gateway Park plan, agreeing to terms on the contract for development and TIF development agreement by early April, and a future public hearing at the EDA to consider the property sale. iii. Status of TIF Development Agreement and Contract for Purchase MCCABE informed the EDA that staff and the developer are close to agreement on the language in the TIF Development Agreement and Contract for Private Development and closing is anticipated in early August. iv. House Moving/Demolition MCCABE updated EDA commissioners that staff and the developer have agreed to demolish the homes instead of moving them. The purchase price will be reduced accordingly to reflect the developer’s cost to demolish the homes. A demolition permit will be issued after building plans have been approved and closing has occurred. 9. OTHER BUSINESS A. Staff Updates Wedel updated EDA on a city staff meeting with township staff related to the orderly annexation agreement (OAA). EDA members discussed the potential loss of tax base and growth to the county, school district, and the City of Prior Lake should the current land use plan amendment request in the OAA be approved by Scott County. B. Commissioner Comments BRIGGS informed the EDA that he and Wedel will be at a hearing at the State Capitol on Thursday and Wedel will be testifying in support of legislation related to trunk street fees. ADJOURNMENT MOTION BY BOUCHER-HOESE SECONDED BY BRAID TO ADJOURN THE MEETING. Ayes by Prchal, Briggs, Marco, Braid, and Boucher-Hoese. The motion carried 5-0. The meeting adjourned at 4:49pm.
