Call to Order and Pledge of Allegiance: Chair Tieman called the MONDAY, FEBRUARY 27, 2023 Prior Lake Planning Commission meeting to order at 6:00 p.m. Those present were Commissioners Dave Tieman, Jason Tschetter, William Kallberg, Doug Johnson, and Dan Ringstad Absent were Michael Tennison and Christian Fenstermacher. Also present were Community Development Director Casey McCabe, City Planner Jeff Matzke, Assistant City Engineer Nick Monserud and Administrative Assistant Jess Erickson. 2. Approval of MONDAY, FEBRUARY 27, 2023 Agenda: MOTION BY RINGSTAD, SECONDED BY TSCHETTER TO APPROVE THE MONDAY, FEBRUARY 27, 2023 PRIOR LAKE PLANNING COMMISSION AGENDA. VOTE: Ayes by Ringstad, Tieman, Kallberg, Tschetter, and Johnson. The Motion carried 5-0. 3. Approval of MONDAY JANUARY 09 2022 Meeting Minutes: MOTION BY JOHNSON, SECONDED BY KALLBERG TO APPROVE THE MONDAY JANUARY 09 2022 PRIOR LAKE PLANNING COMMISSION MEETING MINUTES. VOTE: Ayes by Ringstad, Tieman, Kallberg, Tschetter, and Johnson The Motion carried 5-0. 4. Public Hearings: A. PDEV22-000027 & PDEV22-000028-162XX Duluth Ave SE-Preliminary Plat and Variance – PRIOR LAKE REVIVAL, LLC is proposing a preliminary plat and variance (from the minimum floor area ratio) for a development project to be known as Prior Lake Revival II commercial complex at a property located south of County Highway 21 between Duluth Avenue and West Avenue. PID: 259021250, 25902160. Planner Matzke: Introduced the public hearing to consider a request from Prior Lake Revival LLC for a Preliminary Plat and a variance from the Minimum Floor Area Ratio in the TC, Town Center Zoning Use District. The variance would allow a one-story commercial building located along CH21 between Duluth Avenue and West Avenue. Matzke explained the current circumstances, physical site characteristics, proposed commercial development plans and is recommending a motion. Commission Comments/Questions: Tieman: Asked how stormwater would flow out of the site. Monserud: Replied collected in the parking lot in multiple catch basins and the west property line there is a storm water pond, and it would be discharged to an easement to the west. Tschetter: Asked about traffic on Duluth and through the parking for Revival 1, are there any city considerations. Monserud: Replied we looked at traffic counts, the main backing up will be in the parking lot on private property. Kallberg: Asked about future access to the west would that line up with Racine Street. Monserud: Replied whatever access would be for future lot development, it doesn’t perfectly line up with Racine. Applicant: Matt Schafer 14476 Shady Beach Trail NE Prior Lake-We are building a much smaller building that the city is requiring. We want to make sure we are setting up our future businesses for success. The challenge with Revival I is their parking lot is full 3-4 days a week and if we don’t have enough parking there customers, patients, and patrons won’t come back. Also, want to address the question on the Traffic study we anticipate 440 trip visits to the site. Tschetter: Commented there should be a sidewalk connection to keep people from walking through the lot. Ringstad: Asked if there are there any tenants committed to the building. Schafer: Replied no known tenants at this time. 2 MOTION BY TSCHETTER, SECONDED BY KALLBERG TO OPEN THE PUBLIC HEARING ON ITEM 4A AT 6:19P.M. VOTE: Ayes by Ringstad, Tieman, Kallberg, Tschetter, and Johnson. The Motion carried 5-0. Public Comment: Kya Craftcheck 4353 Racine Street SW: Asked when the properties to the west get developed will Racine connect to Duluth. Matzke: Replied not at this time. We have no proposal for development currently. Kya Craftcheck: Asked is there a timeline for starting the project. Matt Schafer: Replied we need to secure tenants first, no timeline set. MOTION BY RINGSTAD, SECONDED BY TSCHETTER TO CLOSE THE PUBLIC HEARING ON ITEM 4A AT 6:23 P.M. VOTE: Ayes by Ringstad, Tieman, Kallberg, Tschetter, and Johnson. The Motion carried 5-0. Commission Comments/Questions: Tieman-Commented no concerns and a great project for the vacant lots. Johnson-Commented I applaud the applicant for bringing this forward and the building that’s there is nice provides services to our community and diversifies our tax base this will be an extension of that. Ringstad- Commented I agree with the Staff report and the criteria being met and will be supporting. Tschetter- Commented that the plat makes sense and variance criteria has been met, will be a great addition to Prior Lake. Kallberg: Logical use of a property and effort to add parking to help the other building. Will be supporting the plat and variance. MOTION BY TSCHETTER, SECONDED BY RINGSTAD TO APPROVE OF THE PRIOR LAKE REVIVAL II PRELIMINARY PLAT. VOTE: Ayes by Ringstad, Tieman, Kallberg, Tschetter, and Johnson. The Motion carried 5-0. MOTION BY TSCHETTER, SECONDED BY JOHNSON TO APPROVE A RESOLUTION APPROVING A VARIANCE FROM THE MINIMUM FLOOR AREA RATIO OF 0.5 IN THE TC, TOWN CENTER ZONING USE DISTRICT. VOTE: Ayes by Ringstad, Tieman, Kallberg, Tschetter, and Johnson. The Motion carried 5-0. 5. Old Business: None. 6. New Business: None. 7. Announcements & Adjournment: Announcements: Matzke we don’t have a meeting scheduled on March 13th; no items scheduled. March 27th, don’t anticipate any meeting due to lack of items, will update if anything changes. MOTION BY TSCHETTER, SECONDED BY JOHNSON TO ADJOURN THE MONDAY, FEBRUARY 27, 2023, PLANNING COMMISSION MEETING AT 6:27P.M. VOTE: Ayes by Ringstad, Tieman, Kallberg, Tschetter, and Johnson.
