Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: JULY 17,2006 5H CRAIG ELDRED, STREET AND UTILITIES SUPERVISOR AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR THE SAND AND SALT STORAGE BUILDING BRINE PRODUCTION ROOM ADDITION DISCUSSION: Introduction The purpose of this agenda item is to approve plans and specifications and authorize the advertisement for bids for the addition of a brine production room to the existing sand and salt storage building. Historv In December 2004, the City Council approved the purchase of equipment to initiate an anti-icing and pre-wet program which would enhance snow removal services for the City of Prior lake residents. Equipment purchased at that time included the following items: 1. SB600 Salt Brine Production System 2. Critical Spot Sprayer 3. Pre-wet Tanks for two dump trucks In addition to the purchase of this equipment, staff also experimented with the use of a straight salt application and pre-wet purchased salt to complement the anti-icing program. Staff has seen great results with this program; it has reduced the amount of salt applied per year and also reduced the hours needed to clean up the sand-salt application used previously by over 250 hours. Current Circumstances Staff currently houses the brine production unit in the Maintenance Center Garage which eliminates the use of two parking stalls. As part of the 2006- 2010 Capital Improvement Program (CIP) and the 2006 budget, funding was allocated to build an addition to house the brine production unit and create additional product storage. ISSUES: Additional improvements in 2007 will allow staff to expand the anti-icing and pre-wet program, save time and money on product used, and enhance the products applied by blending agricultural based products. These agricultural products lower workable temperatures and extend the service life of these products. The addition of the brine building would enable staff to keep all the loading and production mixing of both pre-wet and solid products in one designated staging area and allow staff to recover the two parking stalls which the brine production unit has consumed in the maintenance center garage. Staff will complete the following items in-house to keep the addition costs at reasonable levels: 1. Excavation of site 2. Utility work 3. General construction work 4. Concrete work, flat and footings. The 2006-2010 CIP allocated $15,000 for the brine production room addition to be drawn from the Street Operating Fund. Staff anticipates that projects costs will exceed $15,000 due to current architectural controls in the Industrial Park. Staff has identified budget offsets to compensate for the excess project costs. ALTERNATIVES: 1. Approve of a resolution approving plans and specifications and authorizing advertisement for bids for the sand and salt storage building brine production room addition. 2. Deny this item for a specific reason and provide staff with direction. 3. Table this item for a specific reason. RECOMMENDED MOTION: Alternative #1. Prior Lake, MN 55372-1714 RESOLUTION 06-xx A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR THE SAND AND SALT STORAGE BUILDING BRINE PRODUCTION ROOM ADDITION Motion By: Second By: WHEREAS, City staff has identified the need for the expansion of a brine production addition to the existing sand and salt storage building; and WHEREAS, The Capital Improvement Program for 2006-2010 and fiscal budget for 2006 has identified this item as a priority to enhance City services; NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. City Council approves plans and specifications and authorizes advertisement for bids for the addition of a brine production room on the existing sand and salt storage building located at the Public Works Maintenance facility site. 3. Funds for such purchases should be drawn from the Street Operating Fund. PASSED AND ADOPTED THIS 17TH DAY OF JULY 2006.
