Prior Lake, MN 55372-1714 MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT JULY 17,2006 10 B Ralph Teschner, Finance Director CONSIDER APPROVAL OF A RESOLUTION AWARDING BID FOR DATAl CABLE INSTALLATION FOR NEW POLICE STATION AND CITY HALL Introduction The purpose of this agenda item is for the City Council to consider the approval of a resolution that would award a contract for the installation of data cabling at the new police station and city hall. The cabling will provide data transmission for the city's computer applications and voice transmission for our new telephone system that will be considered for approval by the Council in the next agenda item. Current Circumstances A request for bids was prepared that included the following attachments; 1. Equipment specifications. 2. Bid sheet itemizing cost components and total package price. 3. City's Standardized Agreement for Contractor Services. 4. Bid addendum specifying a minimum of 350 mhz on the CA T5e cable. The City received a total of 13 responsive bids on the cabling project which ranged from a low of $30,961.26 to $86,337.42. Twelve of the bids were under $54,000 which represented a good competitive cross section of bidders. We believe the high bid was excessive because the vendor mis-read the plan sheets and interpreted the cable feeds to include three (3) data and one (1) voice cables as opposed to what was given in the specifications which was one (1) data and one (1) voice cable. Upon including the low phone bid which the Council will consider under the next agenda item we came in under estimate by nearly $4600. FINANCIAL IMPACT: From a scheduling perspective the new police station is at the point of construction whereby it is imperative that the cabling be completed in the next two weeks before interior finishing takes place. Our existing phone system will be used on a temporary basis in the new police station for a few months until the centralized phone and voice mail system is installed in the new City Hall. At that juncture the entire system will be tested and converted over. The following alternatives are available to the City Council: ISSUES: ALTERNATIVES: 1. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE that: 1. The recitals set forth above are incorporated herein. 2. Staff is directed to have Apollo Systems enter into the City's Standardized Agreement for Contractor Services. 3.
