CITY COUNCIL MEETING MINUTES
June 20, 2023
1. CALL TO ORDER
Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Braid, Burkart,
Churchill and Lake. Absent: None. Also in attendance was City Manager Wedel, Attorney
Brooksbank, Police Chief Duggan, Recreation Supervisor Coy, Recreation Programmer Young and
Clerk Simon.
2. PUBLIC FORUM
Woody Spitzmiller, 4279 Grainwood Circle NE: Update on Prior Lake Association activity. Great
“lake clean” up event last Saturday- 6 boats, 20 divers on Prior Lake. Collected the usual items
(anchors, sunglasses) as well as 16 –18 foot logs, 6 inches in diameter off Pixie Point. Likely from
the old Schroeder resort that was located there years ago. Provided a map to City Manager Wedel
and Community Development Director McCabe of the old resorts that sat on the lake. Great suc-
cess. Next up is an ice cream social this Saturday June 24th from 1-3 pm, in the channel north of
the CR21 bridge. Ice cream is free for all watercraft drivers. The last event is the boat parade and
firework show on the 4th of July. Busse transportation donated money for the fireworks show.
Randy Beuc, 16257 Tahinka Court NW: With the new recreational cannabis bill, hoping to operate
in the City of Prior Lake. Been in contact with the Mayor and Community Development Director
McCabe. Wife and himself own Aurora Cannabis. Graduated from PLHS and currently live in Prior
Lake. Oversee the mite program from Prior Lake Savage Hockey Association. Want to keep the
business in the community (micro business). Target upscale clientele. Working with a cannabis
consultant. Looking at 16535 Anna Trail as their operating location.
Wedel: Appreciate your presentation and active participation in our community. Still navigating what
licensing authority the City and the Council will have. Ultimately, licensing will be done through the
Office of Cannabis Management at the State which is not established at this time. Unsure on how
licenses will be selected. Unfortunately, can’t make any promises on partnership at this time.
