The meeting was called to order at 4:01 p.m. In attendance were Erin Belanger Braid, Cassandra Bryant,
Alejandra Pelinka, Jeanine Bigalk, Community Development Director Casey McCabe, and Lavonne
Augustson
2. APPROVAL OF AGENDA
a. The group approved the agenda.
3. APPROVAL OF MEETING MINUTES
a. Group approved minutes from the January meeting.
4. PRESENTATIONS
a. None
5. NEW BUSINESS
a. Metal Banner Program Discussion
i. Casey presents: Display Sales would like to partner with the city on metal banners
around town. The group might be interested based on terms from Display Sales –
how many, maintenance, etc. Casey will get more information.
b. Adopt a Storm Drain (New agenda addition by Erin)
i. Awareness campaign to encourage and inform residents of storm drain
cleanliness/issues. Possibly adopt a city artist program or Chalk Fest?
c. Subcommittee Updates
i. Sidewalk Stamping/Etching (LaVonne, Jean, Ale)
1. Casey met with Contractor. Recommended 3” lettering, and stencils are
ordered.
2. Timeline for next sidewalk stamping, 2 additional spots in 2023
budget/strategic plan.
ii. Prior Lake Community Artist Program (Ale, Cassandra)
1. Ale & Casey had a Teams call with Jacqui. She walked the downtown area
with Casey. The top choice is the stucco wall facing Hwy 13 (Speiker
building), also asked about the wall on CR 21 professional buildings. Jacqui
has started an engagement plan, focusing on water quality.
iii. Public Works Somethin’ ‘Bout a Truck Event (Cassandra, Erin, Jean, Shannon,
Marie)
1. Two Snowplows – each truck has 2 blades.
2. Voting for names starts May 2nd and ends May 16th.
3. Event Date 05/19/23 4:00 p.m. to 7:00 p.m.
4. The sub-committee will meet again to create a supplies list and finalize details.
iv. “Friends of Arts” type Non-Profit Formation (Erin, Jean, LaVonne)
1. Non-Profit has been created – Friends of the Arts Prior Lake
2. Facebook page and e-mail created subcommittee meeting soon to
continue.

a. Staff Updates
i. Next Meeting May 25, 2023 – group approves.
b. ACC Member Comments / Ideas
i. Jeanine will be procuring shirts for the group.
ii. Ale recommends bringing back Strategic Plan to review.

i. Prior Lake Themed Benches (Marie, Erin, Cassandra)
1. No Updates
ii. Promotion of Prior Lake Association Photo Contest Winners (Shannon, Jean)
1. Shannon reached out to Kathy – Shannon and Jean will work on how to
help. Might need to fall under FotAPL.
iii. Dakota Educational Signage (Sand Point and/or Watzl’s Beach/public boat
launches) (Cassandra, Ale)

iv. Incorporation of Arts Component in New Construction (Shannon, Ale, Marie, Erin)

v. Eloise the Cow Painting and Relocation (Committee member as needed)

vi. Grant Opportunities
1. Ale recommends looking into grant opportunities for the group for future
projects. Will add list to dropbox and group can review.
vii. Scott County Historical Society
1. Erin recommends meeting with SCHS at a future meeting.
