A. Proposed 2024 EDA Tax Levy and Budget Review
Director McCabe: introduced the item to review and discuss the proposed 2024 EDA tax levy and budget. The EDA
annually reviews and requests City Council approval of the EDA tax levy and budget. The EDA cannot levy a tax
without city council approval, as Article 10.2 of the EDA Bylaws requires city council approval of the EDA annual
budget. McCabe summarized the proposed revenues and expenditures and stated following direction from the EDA,
staff will prepare a resolution for EDA consideration at their September 11, 2023 meeting requesting City Council
approval of the proposed 2024 Prior Lake EDA tax levy and budget. The recommended 2024 EDA budget and tax
levy will be presented to the City Council as they consider adoption of the preliminary 2024 budget and tax levy at
their September 18, 2023 meeting.
Braid: asked if the budget includes fiscal disparities.
McCabe: stated fiscal disparities are included in the requested levy.
Marko suggested a plan for targeted future property acquisitions should be added to a future agenda for EDA review;
adding, targeted EDA acquisitions can help create distinctive connections for commercial space and opportunities
for commercial expansion.
Briggs: commented on commercial development opportunities at the highway 282/13/17 intersection and suggested
there may be a future opportunity for the EDA to help facilitate development in that area.
