CITY COUNCIL MEETING MINUTES
September 6, 2023
1. CALL TO ORDER
Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Braid, Burkart,
Churchill and Lake. Absent: None. Also in attendance was City Manager Wedel, City Attorney
Kendall, Police Chief Duggan and Clerk Simon.
2. PUBLIC FORUM
Natalie Barnes, 15630 Fish Point Road: Here to support the local police department in relation to
the best options for School Resource Officers. Agreed that Council has taken the best course of
action with the most recent legislation passed in regard to restrictions for School Resource Officers.
Need community support. Need appropriate tools to keep everyone safe. Statistics in School fights
have tripled in the past 4 years. Challenge the City Council and school board to go forward with the
resolution pulling the School Resource Officers and bring to League of Minnesota Cities and State
Government Officials.
Wedel: As a city we are very active with the League of Minnesota Cities (LMC), Municipal Legisla-
tive Commission (MLC), and the Minnesota Chiefs of Police Association (MCPA) pushing for
change in relation to the new state law that restricts what School Resource Officers can do as
agents of the school district.

A. Resolution 23-118 Approving the Cancellation of the Joint Powers Agreement for School
Resource Officer with ISD719, Prior Lake Savage Area Schools
City Manager Wedel presented the item.

Lake: Inquiring about the safety aspect of cancelling this contract to Chief Duggan, how will the
students be kept safe?
Dugan: Safety is absolutely paramount. Equally so is peace of mind for those officers. The district
and police department have had, and continue to have, multiple discussions around this topic. While
we are in the interim, we will have patrol officers walk through the buildings and drive through the
school parking lots to help continue with the presence. Once the law is fixed, SRO will return.
Braid: Did this bill go through the public safety committee and hearings at the state level?
Wedel: No, it did not.
Dr. Michael Thomas, Superintendent for Prior Lake Savage Area Schools: Unique situation,
not a place that the school or law enforcement initiated. Need to find ways to work through current
language that placed a hurdle in front of us. Collaboration with school and law enforcement has
been great and I am looking forward to keeping that partnership. Safety in schools is still very im-
portant to us. Increased student support with councilors and deans is in place. The school board
will be discussing next Monday at their routine meeting.
Churchill: If special session is successful, will we immediately enter back into this agreement?
Wedel: As soon as that is addressed, the School Resource Officer will start immediately, contract
would go back to Council afterwards for approval.
Braid: Not an invited topic. Did not run through the appropriate channels for input. The state needs
to fix this law immediately. Believe in local control and this legislation is the opposite of that.
Briggs: Legislature wedged between schools and law enforcement. Created a dual standard; law
says that you should perform your role in one area, but in a different area one does none of that.
With any difficult situation, there can be issues with partnerships. The silver lining is all partners in
this have been working together through countless meetings and communication. There are other
cities that will also join us asking for a special session.
Wedel: Some of those include Moorehead, Andover, Blaine, Champlain, Coon Rapids, Mounds
View, Wayzata, Plymouth and Hennepin County. Even cities that have kept SRO’s still support that
this law needs to be changed.
