Where we
started….
•Scott County Board of Commissioners Strategic Plan
•“Housing: Partners will come together to support expanded housing resources,
recognizing that housing is a community foundation”
•Values:
•Government alone cannot and should not act alone to resolve all community
challenges
•Engage with non-government partners: faith communities and non-profits
•Challenge to be innovative: Look beyond “government as usual” and
•Together, improve outcomes, restore hope, transform lives and communities
Challenges we are trying
to address
•Growing number of families experiencing homelessness in
Scott County
•Difficult to collect accurate data: under-represent
actual counts
•Best data source: Coordinated Entry
•Limited affordable housing in Scott County
•23% of households in Scott County are cost-burdened,
paying more than 30% of their income for housing
•192 evictions in 2022
•Limited existing resources for emergency housing
•Prevention funds: 8 families / month
•Beacon Families Moving Forward- model changes
•Faith communities:
•Serving homeless families
•Want to help more but don’t know how to get people

•What is this?Housing units designated to respond to families with immediate housing need; includes services to mitigate issues that led to the family’s entry into homelessness.
•ResultsTo safely move families along the housing continuum which will result in stabilized housing beyond a temporary solution

would buy the land and building
This project includes the
construction of a two-story, 12-unit
building on the property
It would be owned and operated by
a non-profit organization.

communities, would collaborate
with a non-profit organization to
provide addition in-kind supports
to families.
SOLLC has committed to:
•supporting residents
•serving as a coordinating hub
for other faith communities
Shepherd of the Lake: Vision
Shepherd of the Lake:
Serve as administrative hub of a new partnership
between faith communities, Scott County, and other
partners
Convene a diverse group of faith communities in Scott
County to design and implement support plans for
families
Recruit other community organizations (Rotary,
Optimist Clubs, schools, businesses, etc.,)
Faith communities involved in design, future planning
Possible supports from the faith
coalition and others include:
Sponsor playground, gathering spaces, individual
housing units
“Flip” rooms as residents change: new linens, towels,
supplies and welcoming gifts
Provide meals, food, tutoring, childcare on a
daily/weekly basis, depending on the needs of the
families and the service provider’s model of support.
Potential Funding Opportunities
State Grant
Purpose: Emergency Housing (capital)
Available: January 1, 2024 – June 30, 2028
Project contingent on state award
Two grant applications: -The Link
-The SOLO Concept
Local match required -Local Affordable Housing Aid (LAHA): $2 million
-Talking with other funding partners
