CITY COUNCIL MEETING MINUTES
September 18, 2023
1. CALL TO ORDER
Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Braid, Burkart,
Churchill and Lake. Absent: None. Also in attendance was City Manager Wedel, City Attorney
Kendall, Finance Director Erickson, Police Chief Duggan and Clerk Simon.

Burkart: Noting item 5H that is an exciting move to invest $2 million dollars in the new fire depart-
ment. The city has done a great job pre-planning for this expense.
Briggs: Regarding item 5H thank you to City of Credit River and Spring Lake Township for their
support on this purchase.

9. NEW BUSINESS
A. Resolution Approving Preliminary 2024 City Budgets and Certifying Preliminary 2024 City
of Prior Lake Property Tax Levy to Scott County Department of Taxation
Finance Director Erickson presented the item.
Burkart: Can you revisit the slide on the unfunded mandates that came from the state? What is the
dollar amount on that?
Erickson: Elections $104,000, Scott County Joint Prosecution $28,000, $12,000 for the Juneteenth
Holiday
Burkart: Could you comment on enterprise funds and storm water rates and what we are seeing
for increases?
Erickson: Proposed rate increase for water fund is 4%, City sewer is 5%, Met Council environmen-
tal services and sewer is 6% and storm water is 12%.
Burkart: Could you provide commentary on the storm water 12% increase?
Erickson: This is due to a decision made in 2021 to add storm sewer replacement costs on recon-
struction projects to the storm water utility fund. As well as adding $950,000 in funding in 2024 for
regional water quality pond project. An additional add in 2024 for $260,000 Prior Lake outlet channel
outlining project.
Wedel: Historically we have assessed street and the storm water costs, time has proven that we
have difficulty assessing for and meeting the benefit test as outlined in State Statute 429 for storm
water improvements. Council direction has been to move the cost of storm water improvements to
the utility fund consistent with how sanitary sewer and watermain is funded for reconstruction pro-
jects.
Churchill: What is the actual dollar amount per household?
Erickson: Approx 5.4% of total household utility bill.
Wedel: Specifically, to the storm water portion of that bill, what is the proposed increase in dollar
amount?
Erickson: I believe $12 annually. Will be bringing back actual utility rates in early December.
Braid: Can you please give some high-water marks on the budgeting process for those unfamiliar?
Wedel: This is the number the county will use when they prepare the truth in taxation notices that
property owners will receive this fall, prior to the public hearing in December. This is setting the
highest levy the council can propose.
Braid: Regarding the unfunded mandates; this doesn’t include what the city has already spent in
cannabis regulation. Cities and counties are having to absorb all those costs.
