BACKGROUND: City staff identified a major eroding ravine on city-owned property adjacent to a storage building on the south side of Markley Lake. Over the years, the ravine has been depositing sediment into Markley Lake and on the nearby city trail and has eroded to the point where it is threatening to damage private property to the south. In 2021, staff contracted with WSB & Associates, Inc. (WSB) to develop a preliminary design to stabilize the ravine to prevent further erosion and sedimentation. The resulting design memo led the City to include $250,000 for a stabilization project in the 2023 Water Quality Fund budget. On March 20, 2023 the City Council authorized a Work Order with WSB to provide the engineering and construction administration for this project. WSB solicited quotes from 4 contractors to complete the necessary work, which includes the following companies: • Bituminous Roadways • Krueger Excavating • Kusske Construction • Sunram Construction The following quotes were received and opened on 10/09/23: • Bituminous Roadways, Inc. in the amount of $106,940.00 • Sunram Construction, Inc. in the amount of $174,917.50 • Krueger Excavating, Inc. in the amount of $184,919.00 • Kusske Construction Company, LLC in the amount of $214,480.00 WSB has provided the attached recommendation letter to award the contract to the low bidder, Bituminous Roadways, Inc., in the amount of $106,940.00. Work is expected to begin in November 2023 and be substantially completed by April 15, 2024. FINANCIAL IMPACT: The 2023 Water Quality Fund includes $250,000 to cover the overhead (engineering) and construction costs for this project. Item 5C Page | 2 ALTERNATIVES: 1.
