1. CALL TO ORDER
Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Braid, Burkart,
Churchill and Lake. Absent: None. Also in attendance was City Manager Wedel, Public Works
Director Brotzler, Assistant Public Works Director Monserud, Assistant Finance Director Klekner,
Community Development Director McCabe, City Attorney Kendall, Commander Olson and Clerk
Simon.

Churchill: Regarding item 5D, participated in the interview panel for the planning commission open-
ing. Great candidates, tough decisions to make but happy with those who applied.
Briggs: Regarding item 5B, City of Prior Lake received a sizeable donation from the SMSC. They
are a significant partner of ours, and this donation was in support of our Police Department. Thank
you from all of Prior Lake.

7. PUBLIC HEARINGS
A. 2024-2025 Pavement Management Project – Public Hearing to Consider Adoption of a
Resolution Ordering the Improvements (CP 2024-01)
Assistant Public Works Monserud presented the item.
Burkart: The percentage of the project that is funded by assessment seems very low; can you
explain this?
Monserud: There is a significantly lesser number of units on the 2025 assessment making that
lower.
Wedel: The 2025 project is specifically for Wilds Parkway. The houses with driveway access on
Wilds Parkway are significantly fewer because it is a collector street and was designed to move
traffic and have limited driveway access. There are therefore fewer properties to assess.
Braid: Total reconstruction is very expensive and intrusive, this makes sense.

Kris Folstrom, 3146 Wilds Ridge NW: Member for the street committee in the Sterling South HOA.
We are looking into a street project for our area as well. The proposed assessment in 2024 were
collected to those who sold their home in 2023. Is that correct?
Marlys Enger, 14377 Enclave Court NW: Noticed significant traffic with the new apartment by
Jeffers. Can we do something to lessen this traffic of construction vehicles in this area? Because of
the construction traffic, can we place a sign to try to deter this?
Stephanie Carroll, 14550 Wilds Parkway NW: The board Liaison between the HOA and the city
to make sure information is transmitted clearly. Crucial that we get the road and pathway taken care
of. This is one of the main item’s citizens question about.
Ryan O’Keefe,14304 Enclave Court NW: In regard to the 2 big apartment complexes’ being built,
will they as well as the Wilds Golf Course be included in this assessment? There are only a few
entrances to this area and with consistent construction how does that affect which streets are re-
paired first?

Wedel: Relating to properties already sold; the city has not officially had an assessment hearing
yet. That will happen in March of 2024. No assessment has therefore been levied against any prop-
erties. We may have responded to realtors selling homes in that area if asked about anticipated
assessments and realtors may have chosen to make the seller escrow the assessment. The as-
sessment is set per household per the city’s fee schedule and is not based on actual construction
costs.
Monserud: We can potentially discuss this with our contractors to push the streets being heavily
utilized for construction traffic such as Jeffers Parkway and Fountain Hills Drive out until later in the
summer to try to preserve that. We can also require no construction traffic sign to be posted for
Enclave Court.
Wedel: In relation to the properties assessed, the apartments and the golf course are included in
the assessment.
Monserud: The path along Wilds Parkway will be in the same location, just built to a higher standard
to hold up better to the high volume of usage.
